Serves as Administrative Officer to the Chief, Central Business Office (CBO), Central Arkansas Veterans Healthcare System (CAVHS). The incumbent has broad responsibility in the areas of public relations, administrative support, quality management, service-specific personnel management, staff education, reports control and administrative support.
Duties
The duties of the position includes, but are not limited to:
Monitors and evaluates programs for compliance.
Plans work to be accomplished, set priorities, and prepares work schedules.
Identifies training needs, and develops/provides training for department staff as needed.
Writes position descriptions for administrative positions and reviewing functional statements for accuracy and grammar.
Develops employee competency folders.
Answers phone calls and responding through email to address customer inquiries, issues etc.
Uses appropriate methods of communication for confidential information.
Presents topics to department staff, such as requirements of accreditation groups, new policies, OIG, etc.
Gathers and analyzes budget needs of the service.
Formulates annual resource needs, including salaries, supplies, equipment and all other general operating expenses.
Ensures assigned accounts are within authorized levels.
Researches various databases to monitor programs and to identify data for customer and management inquiries.
Prepares policies/procedures and responses to inquiries using computer applications.
Uses various applications to present data to management officials.
All other duties assigned by management.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/10/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service.
For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
GS-9:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the GS-9 position. Examples of specialized experience would typically include, but are not limited to: establishing priorities, delegating out work and managing work schedules for a small service or department; developing, implementing and updating local policies and memorandums; managing an operation budget for a service or department to include salary, equipment and supplies; utilizing automated systems and software to analyze data and develop reports to present to management or other various customers; and providing overall administrative support for a service or department. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have completed master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. (Transcripts Required). OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have equivalent combinations of successfully completed graduate level education (in excess of the first year or 18 semester hours) and specialized experience to meet total experience requirements. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required.
GS-11:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the GS-11 position. Examples of specialized experience would typically include, but are not limited to: establishing priorities, delegating out work and managing work schedules for a small service or department; developing, implementing and updating local policies and memorandums; managing an operation budget for a service or department to include salary, equipment and supplies; utilizing automated systems and software to analyze data and develop reports to present to management or other various customers; and providing overall administrative support for a service or department. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have completed Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond the master's degree or second year level of graduate school. (Transcripts Required).

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work involves sedentary and non-sedentary tasks. Sedentary tasks include writing at a desk, use of a computer (keyboard and monitor), and use of a telephone. Non-sedentary work primarily involves walking distances throughout and about the medical center. There may be an occasional requirement to travel to other geographic locations for meetings. Some standing, bending, and lifting of light items such as papers, files, and reference manuals are required.
