This position is located in the Office of Administrative Review (OAR) and supports the Program Administration division within OAR. The incumbent serves as one of the primary control points for OAR's correspondence issues. The incumbent also assists the lead Management Analyst in the performance of administrative assignments.

Duties

Specific duties include: Assists in the establishment of schedules for planning, coordination, and accomplishment of work to facilitate the planning process. The incumbent is responsible for analyzing, participating and coordinating studies to assess the overall mission accomplishment of all Program Administration's programs. These studies cover such areas as controls for congressional and general correspondence, and internal controls for monitoring the activities of the division. The incumbent provides consultation for policy and program administration. The incumbent works with other organizational elements within VBA, OAR and other offices in order to facilitate the development of tracking tools for appeals processing nationwide. Advises on the potential benefits/uses of automation to improve the efficiency of administrative support for OAR program operations. Maintains a correspondence tracking system for the office which includes a centralized records function, standardized handling/retention process, and a historical searchable database. Responsible for analyzing requirements to develop this reporting mechanism including the system specifications, data gathering and analytical techniques, and systems evaluation methodology. Keeps the OAR correspondence response on time and task with all correspondence assignments, both internal and external. Provides weekly briefings and quarterly reports directly to OAR Division leadership. Assists with the creation and formulation of charts and other tracking/reporting data, including budget, awards programs, travel, etc. Develops procedures for effectively tracking and maintaining records. Analyzes and tracks full-time employee (FTE) levels and maintains a system of record for employees. Develops proposals for submission restructure program areas that require redistribution of significant portions of tasks or positions that are distinct but interrelated. Responsible for tracking weekly important staff meetings; printing and posting daily matters for the Director, Deputy Director or Assistant Director's calendar and meeting; routing inquiries; compiling meeting notes; routing all incoming division inquiries; and weekly issues; receiving, tracking, and reviewing staff training requests; and is the primary monitor of the organizational mailboxes. Makes oral presentation and/ or briefings. Prepares and records information gathered with public and government officials. Prepares material for dissemination to an audience or a government agency or activity. Meets the needs of customers while supporting OAR's mission. Effectively communicates with and treats customers (Veterans, VA and VBA staff, visitors, etc.) in a courteous, tactful, and respectful manner. Provides the customer with consistent information according to established policies and procedures. Handles conflict and problems in dealing with customers constructively and appropriately. Keeps OAR management informed of any potential problem areas requiring their attention and makes every effort to resolve problem situations before they become significant issues. On own initiative, conducts studies and makes recommendations on various administrative and management functions. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. The grade progression for this position is GS 11, GS 12. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:09/16/2024. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees, former Federal employees applying for reinstatement, or a current federal employee applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment must meet time in grade requirements. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. NOTE: This does not apply to Non-Federal Applicants, or applicants applying for consideration under Non-Competitive Authority (i.e.... "30% or more Disability", VRA, and/or Schedule A). To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade. DO NOT submit Award SF-50's and/or General Adjustment SF-50's as they cannot be used to prove time-in-grade. For a GS-11 position you must have served 52 weeks at the GS-09 level. For a GS-12 position you must have served 52 weeks at the GS-11 level. MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience and/or education as described below: GS-11 Grade Level: Specialized Experience: Experience implementing plans in support of agency goals as well as providing training and education on new organization initiatives. Extensive workload management experience. Experience communicating professionally with internal and external stakeholders. Experience preparing formal briefing materials for division and agency leadership. The ability to use various types of software and technical programs to research, analyze, and display data including Word, Excel, PowerPoint, Adobe, etc. Education Substitution: Successfully completed aPh.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. (Must submit transcripts.); or a combination of the required experience and education for this grade level OR, a combination of specialized experience and education as described, when combined, equal 100% of the total requirement. GS-12 Grade Level: Specialized Experience: Experience implementing plans in support of agency goals as well as providing training and education on new organization initiatives. Extensive workload management experience. Experience communicating professionally with internal and external stakeholders. Experience preparing formal briefing materials for division and agency leadership. The ability to use various types of software and technical programs to research, analyze, and display data including Word, Excel, PowerPoint, Adobe, etc. Education Substitution: There is no educational substitute at the GS-12 level. Combining Education & Experience: If you do not fully meet the length of experience and education described for a specific grade level (e.g. have six months of experience and some coursework but not a degree), the two can be combined to total 100% of the requirement.
