This position is a Deputy Human Resources Officer for the Navajo Regional Human Resources Center located at the Navajo Area Office in St. Michaels, Arizona. The position reports to the Regional Human Resources Director.
Duties
Supervisory/Management Authorities: Supervises through subordinate supervisors and team leaders. Provides technical and administrative supervision for accomplishing the work of the regional HR program. Provides managerial, administrative and supervisory services.
HR Programs and Advisory Services: Program services provided included but not limited to: Routinely provide expert advisory, consultative and technical services to managers in the serviced Areas on board range of HR issues. Solving sensitive and complex issues; advising supervisors on labor management and employee relations issues; Consult and advise senior HR and Area's management officials on recruitment, examination, and selection processes, regulations, and requirements; Researches, defines, documents and utilizes the best practices regarding external recruitment techniques.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks:
GS-14: One year of Specialized Experience equivalent to at least the GS-13 Grade Level.
Examples of Specialized Experience
GS-14: Administers a comprehensive human resources (HR) program and advisory services with managers and customers. Interprets and researches HR policy, regulations, and instructions to administer and resolve complex HR technical issues. Finals reports for executive level review which provide a dashboard of activity showing the health of the organization, accomplishments, challenges, etc. Substantial competencies in most, if not all of the following: recruitment; performance management; strategic workforce planning including employee retention; HR information systems; employee benefits; and employee relations.
Specialized Experience Defined: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. Applicants who have the 1 year of appropriate specialized experience, as indicated in the table, are not required by this standard to have general experience, education above the high school level, or any additional specialized experience to meet the minimum qualification requirements.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
