This position is located in Compensation and Pension Service at the VA Puget Sound Health Care System (VAPSHCS). The Administrative Officer (AO) facilitates a full range of administrative functions and supervisory functions and directly assists the Service Line Leader responsible for the management of the organization and in the absence of the Service Line Leader, functions as the Administrative Director of the Service Line.
Duties
The incumbent serves as the sole AO and functions as the Deputy Director for the Service Line Administration (i.e., as the administrative partner to the clinical Service Line Leader), responsible for providing, securing and/or negotiating for the resources and services needed to manage and run the Service Line including managing the financial and human resources, performing management analysis, procurement, contact administration, property and space management, reports, management, data processing, tracing of regulatory and all similar or closely related activities including:
Providing leadership in the development of organizational structures and processes to ensure optimal administrative operations within the service including serving as the operations expert for the service, setting administrative priorities and assigning administrative and operation work through the Service Line.
Ensures processes are in place to keep supervisors and clinicians informed of organizational updates, and/or program changes impacting their programs and proactively identifying and solving problems before they become significant, when reasonable anticipating and developing solutions that will prevent problems.
Work Schedule: 8:00am-4:30pm, Monday-Friday
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework on an ad hoc basis. Telework eligibility will be discussed during the interview process.

Qualifications
To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement, 09/17/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of developing short term and long-range strategic planning to meet the strategic goals of the VHA, knowledge of complex principles and practices of health care management including knowledge of the various accrediting organizations and their requirements, knowledge of the principles of financial management, logistics management, contract management, organizational theory, behavior, and structuring; comprehensive knowledge of VHA clinical practice guidelines; comprehensive knowledge of VAPSHCS data reporting elements; knowledge of and skill in oral and written communication.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or a LL.M., if related. TRANSCRIPTS REQUIRED.
OR
Combination: Applicants may also combine education and experience to qualify at this level. You must have equivalent combinations of successfully completed Ph.D. or equivalent doctoral level education (in excess of the first year or 18 semester hours) and specialized experience to meet total experience requirements. TRANSCRIPTS REQUIRED.

Physical Requirements: The work is primarily sedentary and performed in a typical office setting. Some physical effort may be required with lifting up to 40 pounds, (e.g., medical or administrative records).
