About the Position: This position is with the Defense Health Agency, Naval Hospital, Directorate of Nursing, Multi-Service Ward, Agana Heights, Guam. Incumbent serves as a Nurse (Clinical) in a Medical Treatment Facility providing comprehensive professional nursing care on a continuum from routine to complex, acute, and critically ill patients. This is a Direct Hire Solicitation

Duties

Provides comprehensive professional nursing care on a multi-bed medical and surgical unit managing a wide spectrum of patients. Oversees the work of several healthcare personnel, functioning as a charge nurse. Provides guidance to other professional nurses and provides instructions and training to new healthcare personnel. Performs medication administration to include assessing patient responses and safekeeping of medications. Provides care education to patients, significant others and family members. Participates in continuing education programs to update skills and knowledge for total staff.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • You will be required to provide proof of U.S. Citizenship.
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • Must possess and maintain current licensure as a professional nurse in a state, territory, or the District of Columbia.
  • Must obtain within 30 days of employment and maintain certification in Basic Life Support (BLS).
  • Eligible to be credentialed through Medical Staff Services Professional (MSSP).
  • This position is covered by the Civilian Drug Abuse Testing Program. The incumbent is required to sign a DA Form 335 "Condition of Employment for Certain Civilian Positions Identified as Critical Under the Drug Abuse Testing Program."
  • This position requires a pre-employment physical exam.
  • This position requires lifting up to 50 lbs.
  • Health care providers involved in direct patient care must be Immunized and/or tested in accordance with current CDC and BUMED policies.
  • Must obtain a Hepatitis B immunization unless medically contraindicated or exempted by documented religious preference.
  • This position has a mandatory seasonal influenza vaccination requirement and is subject to annual vaccination.
  • May be required to work uncommon tours of duty hours, working either fixed or rotating shift which may include evenings, weekends and/or holidays. May require additional on-call hours to provide coverage on evenings or special situations.
  • This position has been designated Mission Essential. In the event of emergency type situations (natural or man-made disaster) the incumbent may be required to report to work or remain at work as scheduled to support mission operations.
  • This position has a TDY or business travel requirement of 10% of the time to various locations. This may require travel on military aircraft, ships, and vehicles.

Basic Requirement for: Nurse (Clinical) Degree: A graduate or higher level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program is required. This education must have been accredited by the Commission on Collegiate Nursing Education, Council on Accreditation of Nurse Anesthesia Educational Programs, Accreditation Commission for Midwifery Education, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. (Note: You must attach a copy of your transcripts.). Licensure: A current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States; and you must have passed the National Council Licensure Examination. Foreign Degree: A degree from a Foreign Nursing School. Official certification from the Commission on Graduates of Foreign Nursing Schools is required for individuals who graduated from foreign nursing schools. Exemption: You are exempt from the basic requirements above if you are a current federal employee occupying a position in the 0610 occupational series and have been continuously employed in this occupational series since September 27, 2017 or before. Applicants claiming this exemption must meet the requirement below. Note: You will be required to provide appropriate documentation to the respective Human Resources Office to validate your status. Degree or diploma from a professional nursing program approved by the legally designated State accrediting agency at the time the program was completed by the applicant. Active, current registration as a professional nurse in a State, District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Education/Experience: A diploma, associate degree, or bachelor's degree in Nursing from a professional nursing program and possession of at least one full year of professional nursing experience (equivalent to the GS-9 grade level or above) which includes providing direct nursing care to critically ill patients, providing patient or staff education, and administering medications. OR Education: A PhD or equivalent doctoral degree from a professional nursing educational program or related medical science field. EXEMPTION: You are exempt from the qualification requirements above if you are a current federal employee occupying a position in the 0610 occupational series and have been continuously employed in this occupational series since September 27, 2017 or before. Applicants claiming this exemption must meet one of the requirement below. Note: You will be required to provide appropriate documentation to the respective Human Resources Office to validate your status. Completion of all requirements for a doctoral degree (Ph.D. or equivalent) from a professional nursing program OR 3 full years of progressively higher level graduate education from a professional nursing program
