About the Position: This position is with the Defense Health Agency, Naval Hospital, Directorate of Surgery, Agana Heights, Guam.
Incumbent serves as a Nurse (Administration) in a Medical Treatment Facility, responsible for managing the organization's Trauma Program.
This is a Direct Hire Solicitation
Duties
Serve as the Trauma Program Manager and subject matter expert on a multidisciplinary health care team.
Responsible for developing local guidance and policy as well as implementing Defense Health Agency and federal regulations within the trauma center.
Exercise program responsibility for the formulation, implementation, preparation and administration of the Trauma Performance Improvement and Patient Safety program initiatives.
Responsible for defining Program Manager roles, responsibilities, accountability, and quality improvement process for the trauma registry.
Provide trauma education and training to all disciplines involved in trauma care regarding special needs and/or procedures for trauma patients.
Provide direct supervision of assigned employees to include but not limited to; performance evaluation, setting schedules and priorities, hiring and staffing activities, training requirements, employee complaints, disciplinary actions, and awards.

- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Confidential security clearance or access for the duration of employment. A background investigation and credit check are required.
- One year trial/probationary period may be required.
- Required to be screened for and obtain necessary immunizations/vaccinations (hepatitis, influenza, etc.), unless exempted by a licensed physician.
- This position has a mandatory seasonal influenza vaccination requirement and is subject to annual vaccination.
- This position is covered by the Civilian Drug Abuse Testing Program. The incumbent is subject to applicant testing and random drug testing.
- This position requires a pre-employment physical exam.
- Must obtain within 30 days of employment and maintain certification in Basic Life Support (BLS).
- This position requires Temporary Duty Travel (TDY) up to 10%.
- This position is Mission Essential. In the event of severe weather conditions or other emergency type situations (natural or man-made) the incumbent may be required to report to work or remain at work as scheduled to support mission operations.
- This position is required to work uncommon tours of duty hours such as, on-call, working either fixed or rotating shifts, evenings, weekends and/or holidays.

Basic Requirement for Nurse (Administration):
Degree: A graduate or higher level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program is required. This education must have been accredited by the Commission on Collegiate Nursing Education, Council on Accreditation of Nurse Anesthesia Educational Programs, Accreditation Commission for Midwifery Education, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. (Note: You must attach a copy of your transcripts).
Licensure: A current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States; and you must have passed the National Council Licensure Examination.
Foreign Degree: A degree from a Foreign Nursing School. Official certification from the Commission on Graduates of Foreign Nursing Schools is required for individuals who graduated from foreign nursing schools.
Exemption: You are exempt from the basic requirements above if you are a current federal employee occupying a position in the 0610 occupational series and have been continuously employed in this occupational series since September 27, 2017 or before. Applicants claiming this exemption must meet the requirement below. Note: You will be required to provide appropriate documentation to the respective Human Resources Office to validate your status.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Professional Nursing Experience: One or more full years of professional nursing experience which includes providing direct care to trauma patients with a variety of injuries similar to traumatic brain injury, critically ill, or injured patients, and/or acute life-threatening injuries, evaluating methods to develop informative reports and data to directly impact treatment plans or enhance patient safety, and providing recommendations to improve health care for a trauma center. This definition of professional nursing experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
Education
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
