This position is located in the Drug Enforcement Administration (DEA) International Affair Section (OFI), Office of Foreign Operations (OF), of the Operations Division.
The purpose of the position is to provide managerial oversight of the Visitor Program.
Duties
As aProgram Management Specialist, your typical work assignments may include:
Develops, plans, manages, and implements the Special Observation Program, the International Visitor Program, Diplomatic Visitor Program and various other types of visitor programs that involve local and foreign law enforcement agencies and local political leaders and dignitaries.
Provides administrative and logistical assistance in support of international and regional conferences.
Provides managerial and administrative advice on the preparation and the coordination of visits.
Works closely with the Office of the Administrator, the Office of the Deputy Administrator and the Chief Financial Officer on high level visits.
Assists with arranging high level visits for foreign dignitaries, law enforcement counterparts, members of the Foreign Service (to include Ambassadors and Deputy Chiefs of Mission), political leaders and the U.S. military.

Qualifications
Applicants must meet the required qualification requirements described below by the closing date of the announcement. If you are qualifying based on education or if there are mandatory education requirements listed below, you MUST submit a copy of your college transcripts with your application.
Applicants applying for the GS-11 must meet one of the following requirements:
A. Have at least one full year of specialized experience that is at least equivalent to work performed at the GS-09 grade level. Specialized experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Qualifying experience must demonstrate the following: 1) Ensure that support and assistance comply with policy and procedure requirements; 2) Coordinating and developing system objectives; detailed plans and short and long term goals for implementation and administration of an agency program; 3) Prepares budgetary estimates to reflect program costs; and 4) Analyzes and provides advice to section managers regarding existing program procedures and recommends the continuation, modification or abolishment of current policies and guidelines.
B. I have completed three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree.

C. A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You must demonstrate in your resume at least one (1) year of qualifying specialized experience.
