DIRECT HIRE AUTHORITY: This position is being filled through the office of Personnel Management's (OPM) Government-Wide Direct-Hire Authority for this occupation and is open to all U.S. Citizens. Since the Direct-Hire Recruitment Authority is being used, traditional Veterans' Preference rules do not apply. Qualified Veterans will, however, be given full consideration for this position.

Duties

This position is located within the Department of the Interior, Bureau of Safety and Environmental Enforcement (BSEE), Office of the Director, Renewable Energy Operations. This position is being advertised as both location negotiable after selection and with a duty station(s) of Sterling, VA; Jefferson, LA; and Hadley, MA, with the option of telework. If applying to "negotiable after selection", this means that your duty station will be based off your home address and you will be a full-time remote worker. If applying to a specific duty station, you may be allowed to telework a set number of day(s) per pay period, with supervisory approval". At the full performance level (GS-14) the major duties of this position include but are not limited to the following: 1. Develops processes for and oversees engineering evaluations, analysis, recommendations, and technical studies related to renewable energy projects. 2. Works with internal and external stakeholders to advance national renewable energy standards, including participating in standards development committees, reviewing standards, and advising on the use and potential incorporation by reference of industry standards. 3. Reviews technical reports and submittals including engineering designs, drawings, engineering analysis, and other technical documents, specifications, and contract correspondence for renewable energy projects. 4. Oversees certified verification agent design, manufacturing, and installation reporting. Reviews CVA recommendations and makes decisions concerning the acceptability of the CVA reports. 5. Acts as an Agency expert in the development of policies related to structural engineering and the development of regulations, standard operating procedures or other guidance documents related to structural engineering. Work Environment: The work is usually performed in an office setting. However, work time may also be spent periodically visiting field sites. Field site visits are typically performed in either an outdoor setting subject to weather changes, diverse terrain, and safety hazards associated with working around complex features and/or construction, or an industrial setting subject to noise, fumes, and moving machinery. Both settings may require the use of personal protective equipment. Field visits would likely be limited to 1-2 times per year, if at all. Global Wind Organization (GWO) training will be required before boarding a facility. Travel to meetings may be required up to once a month. Salary Information GS-14 Salary Range Information: Hadley, MA: $137,680 - $178,986 Sterling, VA: $139,395 - $181,216 Jefferson, LA: $122,198 - $158,860 Location Negotiable After Selection, United States: Pay will be set according to selectee's geographic area. Qualifications

To qualify for this position, you must meet the (1) Basic Educational Requirements AND (2) Specialized Experience for the series/grade to which you are applying. Please Note: This position requires specific educational coursework to qualify. You MUST provide transcripts in order to verify that the educational requirements have been met. (1) Basic Educational Requirements: In addition to the specialized experience requirements for this position, applicants must meet the Education Requirements described in either A or B below: A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: Must meet all 5 1) Using structural engineering, safety and environmental principles and practices while serving as technical lead on all aspects of facility engineering; specifically design, fabrication, installation, repair, modification practices to evaluate industry plans/reports/applications; 2) Evaluating site characterization information for offshore energy facilities; 3) Identifying engineering risks and recommending solutions to minimize risks; 4) Working with a Certified Verification Agency (CVA) related to project verification, reporting, and communication; and 5) Working with structural models and computer based analysis.
