DIRECT HIRE AUTHORITY: This position is being filled through the Office of Personnel Management's (OPM) Government-Wide Direct-Hire Authority (DHA) for this occupation and is open to all U.S. Citizens. Since the Direct-Hire Recruitment Authority is being used, traditional Veterans' Preference (VP) rules do not apply. Qualified Veterans will, however, be given full consideration for this position.
Duties
This position is located within the Department of the Interior (DOI), Bureau of Safety and Environmental Enforcement (BSEE), Gulf of Mexico Outer-Continental Shelf (OCS) Region (GOMR), Regional Field Operations (RFO), Office of Structural and Technical Support in Jefferson, LA.
At the full performance level (GS-13) the major duties of this position include, but are not limited to the following:
1. Advises senior leadership, program officials, and colleagues on engineering analysis, recommendations, and study conclusions.
2. Leads and advises technical teams, directing technical procedures and practices for the teams.
3. Provides technical reviews, peer reviews, and checking of designs, drawings, engineering analysis, and technical documents, specifications, and contract correspondence, ensuring documents are accurate and quality assurance processes were followed.
4. Signs documents for technical approval in accordance with applicable policies, directives, and standards; this may include signing as the engineering in responsible charge.
5. Plans, develops, directs, and prepares procedures, policies, and protocols for engineering studies and special projects that require advanced engineering analysis that extends or modifies theories, concepts, and assumptions or resolves unique or novel problems.
BSEE has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
Salary Information
GS-13: $119,502 (Step 1)-$155,357 (Step 10) per annum (Special rate table)
First time hires to the Federal government normally start at the lower salary range of the grade level.
This vacancy may be used to fill additional positions as vacancies become available.
Qualifications
Minimum Qualification Requirements:
To qualify for this position, you must meet the (1) Basic Educational Requirements AND (2) Specialized Experience for the series/grade to which you are applying.
(1) Basic Educational Requirements:
To be qualified for this position, you must meet either A or B below for the series to which you are applying.

A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
Professional registration or licensure
Written Test
Specified academic courses

(2) Specialized Experience
To qualify for the GS-13, you must possess at least one full year of specialized experience equivalent to at least the GS-12 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
1. Reviewing various aspects of offshore structural engineering; specifically, design, fabrication, installation, repair, and modification of offshore platforms;
2. Reviewing the outputs of multiple structural engineering computer programs and modeling techniques used in offshore platform design and maintenance;
3. Aiding in the development or review of civil engineering project construction drawings, technical specifications, and cost estimates; AND
4. Recognizing engineering risks and recommending solutions to minimize risks.
