The primary purpose of this position is to provide emergency police, fire, and medical services to the public by answering emergency 911 calls and responding with appropriate personnel and equipment, to various emergency situations, such as structure fires, aircraft crashes (cond't)
Duties
(cond't) medical emergencies, hazardous materials spills, auto accidents, trench collapses, and confined space entrapment.
Provides emergency 911-call taking and communication services. Serves as primary call taker for certified Public Safety Answering Point (PSAP) or Enhanced 911 system.
Performs Emergency Medical Dispatch (EMD) services to callers with medical emergencies.
Operates and maintains telephones, automated data processing equipment, printers, recorders, facsimile equipment, and other devices installed in the dispatch center for the base fire alarm system and the Enhanced 911 system.
Maintain reports and retrieves needed statistical information using the local authority's fire incident reporting system(s).

- Incumbent must obtain International Fire Service Accreditation Congress Certification as a Telecommunicator, Level I and II within 12 months of hire.
- Must be able to obtain and maintain a current Emergency Medical Dispatch (EMD) certification, CPR, and Hazardous Materials Awareness; includes initial and follow-up certifications within 12 months of hire.
- Incumbent is required to work an alternate work schedule, which requires an uncommon tour of duty (including weekends and holidays).
- Incumbent is required to perform critical services regardless of weather conditions or base closure.
- Must be able to obtain and maintain a Secret security clearance.
- May be required to respond on off-duty time during a conflagration, or stay over until an emergency has been terminated or until properly relieved.
- This is a drug testing designated position. The incumbent is subject to random testing for drug use.
- Position requires wearing a prescribed uniform and maintaining a professional appearance.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Position, Dispatching Series 2151.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes operational knowledge of computerized communications equipment typical of a 911 call center, alarm equipment and systems, and radio usage and procedures to receive, record, monitor, and relay information. Knowledge of emergency services dispatching procedures, resources and capabilities, and related documentation requirements to coordinate an appropriate response to fire, police, medical, aircraft and various special emergency situations (confined space, HAZMAT, water rescue, high angle, etc.) Knowledge of EMD procedures to instructs patients and bystanders on rendering medical aid. Geographical knowledge of the installation and adjacent housing areas, and ability to read road and utility grid maps to properly direct emergency responders.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-06 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of basic computer operations to include word processing, retrieval, and input of data.
Ability to read grid maps that reflect such systems as electrical, water, gas, central heating distribution, sanitary sewer, storm drainage, and pollution control.
Ability to effectively communicate both orally and in writing using a calm and stable demeanor while dealing with emergency situations.
Ability to work independently without immediate supervision.
Ability to prioritize, multi-task and organize work.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
