This vacancy is for a Supervisory Trade and Industry Analyst in the Bureau of Industry and Security within the Department of Commerce. his position is located in the Bureau of Industry and Security, Office of the Assistant Secretary for Export Administration, Office of Technology Evaluation.
Duties
The incumbent is a senior business/industry specialist responsible for planning, managing, and independently implementing major business/industry program segments of the office, bureau or agency.
As a Supervisory Trade and Industry Analyst, you will perform the following duties:
Supervises the Foreign Technology Analysis Division, which is responsible for analyzing the foreign availability of controlled products and technologies, conducting foreign availability studies pursuant to Part 768 of the Export Administration Regulations (EAR), evaluating the effectiveness of U.S. export controls under the EAR, and incorporating all-source intelligence analysis into technical reports.
Conducts and leads technical analysis that supports the development of policy, planning, strategy, and execution of all requirements for export policies related to BIS export controls.
Provides and leads analyses, consultation, and authoritative technical expertise for developing and applying operations research/statistical/mathematical methodologies and techniques to analyze a wide range of commodities and technologies under the jurisdiction of the Department of Commerce.
Examines problems arising from previous studies, redefines major problems, and identifies areas for additional analysis.
Identifies dependencies that adversaries have on U.S. technologies, through the assessments of U.S. technologies, supply chains, and industries.
Provides leadership and expert advice regarding advanced supply chain analysis on international supply chains on a variety of industries, technologies, and product categories.

Qualifications

Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
To qualify at the GS-15 level:
SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-14 in the Federal service. Specialized experience is defined as experience in federal or private sector performing the following: Leading major projects and initiatives to ensure action items are appropriately assigned and completed in a timely manner; experience leading and or supervising senior personnel and staff with a variety of administrative duties; experience establishing and maintaining contacts in all areas of the U.S. Government's defense and commercial trade community; and experience leading the preparation of formal presentations, memos, correspondence, and background papers regarding defense and commercial trade and U.S. national security.
