The Program Specialist is in the Quality Systems management Service and reports to the Quality Management Officer at Beckley VA Medical Center. The incumbent is responsible for the oversight and implementation of the controlled substance inspection program, providing oversight and management of the Medical Center and designated as the medical center's Controlled Substance Coordinator (CSC) serves as Medical Center (MC) Controlled Substance Coordinator (CSC) under the Quality Management Officer.

Duties

Major Duties: Managing the Controlled Substance Inspection Program for VA Medical Center Beckley, WV and is responsible for ensuring the Medical Center is compliant with VA regulations and aligns with VHA Handbooks, Directives, VISN Policies and OIG recommendations. Recommending appointment and release of the inspectors appointed to the Controlled Substance Inspection Program and coordinates and conducts their training and assignments. Serving as the Medical Center expert on controlled substance inspections and manages and leads 12 controlled substance inspectors. Ensuring that the nationally mandated training program for inspectors is developed, implemented and maintained. Developing, coordinating and documenting effective education and training for all narcotic inspectors on issues relating to the controlled substance inspection program policies, procedures and requirements. Providing annual competency evaluations for each Controlled Substance Inspector (CSI) until they finalize their two-year term. Providing ongoing recruiting for an adequate number of CSIs before the end of the two-year term for each active CSI. Establishing a mechanism for the documentation and tracking of this education and training to ensure all required training is complete. Conducting the required inventories are completed in each area that stores controlled substances, i.e., patient units, pharmacy, drug cache, anesthesia, etc., as outlined in VHA Handbook 1108.1 (dated May 1, 2019) and VHA Handbook 1108.2. Ensuring all monthly inspections are assigned and completed the same day. Responsible for preparing and presenting monthly and quarterly reports for all findings and discrepancies, trends and potential areas for improvement, including development and implementation of corrective action plans to the Medical Center Director, Associate Director, Chief of Staff, Associate Director Patient Care Services, Chief Pharmacy, Chief Police Service and the Quality, Safety and Value Council. Ensuring that all discrepancies are reviewed and resolved by the area supervisor and entered into the report with follow up as needed, reporting all unresolved discrepancies to the Medical Center Director for possible further investigation, and tracking and reviewing follow up as needed. Proving a summarized monthly report to the Medical Center Director of all documented complaints relating to possible diversion activities (e.g., shorted prescription quantities, mail prescriptions not received, etc.) at the facility which is recorded by the Veterans Experience Officers, VA police and Pharmacy. Ensuring the proficiency with data entry, management, and analysis of controlled substance data. Also using the Controlled Substance Monitoring menu in VistA to identify potential problem areas and reporting the findings as appropriate. Conducting a review of all Omni-Cell transactions on inpatient units, outpatient clinics, Emergency Room, and OR/GI are completed daily. Maintaining confidentiality of information. Developing and making recommendations for written policy and procedure for inspection of controlled substances based on knowledge of mandated regulations. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/17/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07 and for a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: GS-11: You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-09) in the Federal service that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties and that is typically in or related to the work of this position. Specialized experience includes: one year Controlled Substance Coordinator experience preferred; developing and managing a variety of databases, dashboards and queries; gathering and maintaining metrics and data in a variety of databases; extracting and analyzing data; generating a variety of reports; and making recommendations for data management, collection and analysis; OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree; OR, 3 full years of progressively higher level graduate education leading to such a degree; OR, LL.M., if related, in a related field that demonstrates the knowledge, skills, and abilities necessary to do the work of this position; OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and graduate education, as described above, which meets the total qualification requirement for the GS-11 grade level. The total percentages must equal at least 100 percent. The education portion must include graduate courses in a related field that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. GS-09: You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-07) in the Federal service that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties and that is typically in or related to the work of this position. Specialized experience includes: one year Controlled Substance Coordinator experience preferred; assisting in developing and managing a variety of databases, dashboards and queries; assisting in gathering and maintaining metrics and data in a variety of databases; assisting in extracting and analyzing data; and assisting in generating a variety of reports; OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree; OR, 2 full years of progressively higher level graduate education leading to such a degree; OR, LL.B. or J.D., if related; OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience, and only graduate education beyond the first year (18 semester hours) may be used to qualify applicants for the GS-09 level.
