The incumbent reports to the Executive Leadership Team member, which is the Chief of Staff, and/or Associate Director who manages multiple subordinate organizations with diverse and unrelated functions, and is a member of the Medical Center Executive Leadership Team administrative support staff providing executive level administrative and support services to the supervisor and provides direction to medical enter clerical administrative and medial staff.
Duties
Duties at the GS-07 Level include but are not limited to the following:
Plans and carries out assignments or projects and resolves problems or deviations in the work according to instructions, policies, previous training or accepted communication practices.
Protection of government information technology systems (supervision or control of information technology systems, authority to bypass significant technical and operational security controls for general support systems, or access to major applications _ the scope of these duties exceed that of ordinary or routine computer use)
.Protection of personal, private, controlled unclassified, or proprietary information - with the potential to damage the public's trust (includes access to or processing of personal information such as that protected by the Privacy Act (PA) of 1974, exempt from disclosure under the Freedom of information Act (FOIA), financial data, or privileged information involving the award of contracts, contractor proprietary information, etc.)
Duties at the GS-09 Level include but are not limited to the following:
Serves in an analytical capacity, supporting the full range of functions within the administrative realm of the service lines that report to the Medical Center Executive Leadership Team Member, which is the Chief of Staff, Associate Director and Assistant Director.
Provides the Medical Center Executive Leadership Team complete and accurate technical advice.
Consults and participates with all members of the organization and assists in the analysis of regulations and polices.
Review of technical and operating procedures within the office of the Medical Center Executive Leadership Team Member, and the services that are aligned under it.
Recognized as a subject matter expert on administrative, management and HR polices, programs and procedures.
Reviews draft regulations, standards, and other guides and makes recommendations to the Medical Center Executive Leadership Team Member.
Maintains interim and completed performance appraisals for the direct reports of the Medical Center Executive Leadership Team Member. The incumbent collaborates with the chiefs of the medical service lines ensuring that physician performance standards and performance pay requirements are written in accordance with the mission of the VA, the facilities strategic goals and direction and accrediting body requirements.
Considered a subject matter expert on E- performance and USA Staffing.
Exercises control over supervisor's appointments with complete authority for commitments of time; establishing priorities at own discretion; setting up, rearranging, and when necessary, coordinating meetings with staff offices.
Makes appointments; cancels and accepts invitations; and checks requirements for engagements, i.e., necessity for speech, etc. Maintains a calendar of future events for up to the next 12 months, on monthly, bimonthly, and weekly basis, scheduling briefings and updating the calendar as required.
Plans conferences, major inspections, visits by high ranking officials and other information that may have an impact on scheduling appointments and activities for the supervisor are added as information is received from various sources.
Receives and processes all correspondence and documents transmitted through the Executive Office for review, approval and signature, establishing controls on certain items, including suspense items, recurring and non-recurring reports, medical center correspondence, etc.
Tracks Medical Center memoranda timeliness and reviews incoming memoranda prior to Quad review to ensure proper format and inclusion of necessary information.
Ensures correspondence conforms to regulations and special policies of the Medical Center, is in proper format, contains correct grammar, and if applicable, that staff coordination has been completed.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/30/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. For a GS-09 position you must have served 52 weeks at the GS-07.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

GS-07 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Gathers and analyzes information for routine and custom reports from multiple program areas.
Leverages computer software applications to eliminate inefficiency and increase process reliability.
Receives and greets visitors in the Executive Offices, redirecting to the appropriate office or program area on own judgment.
Manage multiple conflicting schedules
GS-09 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Track service deliverables and use judgment in accurately selecting the best individual (s) to complete the task.
Develop processes and procedures.
Process correspondence and establish formatting and quality controls for responses.
Coordinate between multiple stakeholders to effectively shepherd project launches.
Rapidly shift work assignments to manage multiple competing priorities.

Physical Requirements: The work is predominately sedentary. Typically, the employee may sit comfortably to do the work. However, there may be some walking, standing, bending, and carrying of light items like papers or books. No special physical demands are required to perform the work.
