Duties

As the Staffing and Employee Services Branch Chief, the incumbent is responsible for planning, prioritizing, assigning work, collaborating with peers and subordinates to assure effective advisory services, and otherwise ensuring continuous progress toward stated goals. Specifically, the incumbent will supervise the functions/operations of recruitment, placement, classification, onboarding, work/life, retirement and benefits counseling. Duties performed: Ensures HR program areas within the branch comply with legal and regulatory requirements and meet customer/stakeholder needs. Through subordinate staff, determines the appropriate recruitment and staffing routes that can be taken to ensure Agency compliance while meeting the needs to customers and stakeholders Provides expert level technical advice and guidance to all levels of managers and staff on assigned HR programs, regulations, policies, and directives. Establishes, develops, and maintains effective working relationships with key customers and stakeholders. Develops goals and objectives that integrate organization and program objectives. Researches, interprets, analyzes, and applies applicable guidelines, policies, and regulations

Specialized Experience: GS-15: Applicant must have at least one full year of specialized experience comparable in scope and responsibility to the GS-14 level in the Federal service (obtained in either the public or private sectors) performing the following duties: Using Human Resources (HR) knowledge to analyze program operations; Providing strategic advice on staffing, recruitment and/or classification to ensure compliance of established polices; Maintaining Delegated Examining Unit (DEU) certification to review and/or audit products of HR specialists (ex: vacancy announcements, certificates of eligibles or the adjudication of veterans' preference); and Evaluating employee work performance to ensure accurate and timely completion of work assigned. NOTE: Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible. Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). Time-In-Grade requirements also apply to current employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment. NOTE: All current or former Federal employees must provide a copy of their SF-50 (you may need to submit more than one), "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Competitive or Excepted). Selective Placement Factor(s): Selective placement factors are applied in the same manner as minimum qualification requirements. Relevant selective placement factor experience must be well documented in your resume. Failure to meet a selective placement factor will result in you not receiving further consideration. In addition to the minimum qualifications described above, you must meet the following selective placement factor(s): Applicant must possess a current Delegated Examining (DE) Certification.
