Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Enterprise Services (ES), Office of Human Resources Management (HRM), Human Resources Policy and Programs Directorate (HRPPD), and Regulatory Affairs Division (HRPRAD), Staffing Policy and Compliance Branch (SPC) with one vacancy located in multiple locations.

Duties

As a Human Resources Specialist (Policy & Compliance) you will be responsible for a variety of assignments related to staffing policy development, revisions, coordination, implementation, oversight and HR consultation services of CBP-wide, staffing policies. This position starts at a salary of $103,409.00 (GS-13, Step 1) to $134,435.00 (GS-13, Step 10). GS Salary: Visit this link to view the locality pay tables by geographic area. Typical duties include: Developing HR staffing and recruitment policies, standard operating procedures, and technical guidance. Providing expert technical guidance in HR staffing policy planning, execution, and/or evaluation of regulatory compliance with laws, policies, and procedures. Participating in, and occasionally leads, HR staffing policy initiatives of strategic importance to senior leadership from conception to implementation, including comprehensive, nationwide management studies and projects. Developing, executing, and maintaining viable, ongoing communication strategies regarding HR staffing policies and regulations, project progress, and results. Conducting HR staffing audits to promote accountability and compliance with applicable HR regulations, policies, and requirements.

Qualifications

Experience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Providing Human Resources (HR) policy consultation services to managers, leaders, or supervisors in the field of HR staffing and recruitment. Participating in various integrated teams and activities, and providing necessary input on HR staffing regulations, principles, procedures, or practices. Participating on various projects and groups to formulate and implement new HR staffing policies. Conducting HR staffing compliance reviews to ensure HR compliance and accountability. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must: Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 09/16/2024. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. Background Investigation: U.S. Customs and Border Protection (CBP) is a federal law enforcement agency that requires all applicants to undergo a thorough background investigation prior to employment in order to promote the agency's core values of vigilance, service to country, and integrity. Current and former federal employees may be required to serve or complete a probationary period. In addition, you must submit the supporting documents listed under the Required Documents section of this announcement. This position requires the selectee to obtain and maintain Delegated Examining (DE) Certification through the U.S. Office of Personnel Management. DE Certification is required for the incumbent to perform essential Staffing Policy and Compliance job functions related to DE activities. You may be required to successfully complete the training requirement as a condition of employment. Failure to successfully complete the required course(s) of training in accordance with CBP standards and policies will result in placement into either a former or different position, demotion, or separation as determined by management and appropriate procedures.
