About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the U.S. Army Intelligence and Security Command G-2 Counterintelligence, HUMINT, Security and Foreign Disclosure Directorate in the Pentagon, Arlington, VA.
Duties
Serves as the lead for aggregating and analyzing data in the Security Division of the Headquarters, Department of the Army (HQDA),Office of the Deputy Chief of Staff (ODCS) G-2, CI, HUMINT, Security, and Foreign Disclosure Directorate.
Responsible for analyzing intelligence security and human capital programs, policies, and processes.
Plan, organize, and conduct statistical analyses and operational research studies.
Develop and implement programs and procedures to improve data quality and business workflows.
Coordinate across intelligence security elements, receiving information requests and providing analytical support, as needed.
As the Operations Research Analyst, uses initiative and resourcefulness in deviating from traditional methods or researching trends and patterns to develop new methods, criteria, or proposes new policies for the Security Division.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Two-year trial period may be required.
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
- Temporary Duty (TDY) Travel may be required 20% or less of the time.
- Must be able to obtain and maintain a Top Secret security clearance based on a T5 (or equivalent level) investigation with eligibility for sensitive compartmented information (SCI).
- All INSCOM employees may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management.

In order to qualify, you must meet the education AND experience requirements described below. Basic Requirement for Operations Research Analyst:
Degree: Bachelor's degree (or higher degree) in operations research; or a degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes 1) providing recommendations to improve intelligence security based on analyses, such as statistical analysis, graphical analysis, visualization of new concepts, simulation, nodal or flow modeling, machine learning, or cost-benefit analysis; 2) establishing analytical approaches for intelligence security studies; AND 3) analyzing data elements affecting costs and/or effectiveness for a project. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-13)
