This position is located at Departmental Offices, Terrorism and Financial Intelligence, Terrorist Financing and Financial Crimes. As an Operations Specialist, you will provide recommendations for the effective and efficient management of the full scope of office-wide operations, budget, procurement, travel, human resources, information technology, resourcing, and space.
Duties
The following are the duties of the Operations Specialist at the GS-12. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
As an Operations Specialist, you will:
Assist with budget preparation, tracking spending, managing office expenses, and helping with procurement. Helps ensure multiple appropriation and funding streams are properly utilized to support both travel and other office expenditures.
Tracks and helps advance projects and initiatives related to budget, procurement, HR, travel, IT and other resourcing, and space; identify and highlight issues, coordinate resolution of issues to the extent possible, and determine what issues must be addressed by senior management officials.
Develops and implements operational standards, guidance and practices that govern domestic and international travel. Oversees and executes the internal administrative and travel control programs.
Analyze the administrative operations of the office to determine present workflow, procedures, and productivity and make recommendations to establish administrative procedures to enhance productivity and efficiency.
Assist in the development and improvement of internal office procedures, such as procedures for maintaining, tracking, and reviewing documents, to identify deficiencies and improve effectiveness.

SPECIALIZED EXPERIENCE:For the GS-12 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized Experience for this position includes:
Demonstrated working experience independently performing analytical duties in support of planning, development, evaluation and decision-making affecting administrative and operational aspects of office-wide operations; AND
Providing advice and assistance on overall division management matters such as work-flow, records management, training, and/or enhanced document production; AND
Providing guidance to upper-level management on personnel, human resources, administrative, and organizational issues related to mission requirements.
SPECIALIZED EXPERIENCE:For the GS-11 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-9 grade level in the Federal service. Specialized Experience for this position includes:
Performing analytical duties in support of the planning and development of administrative or operational aspects of a program; AND
Analyzing problems and providing recommendations/communications to management; AND
Providing guidance to upper-level management on personnel, human resources, and administrative issues related to mission requirements.
OR EDUCATION: You may substitute education for general or specialized experience as follows:
Ph.D. or equivalent doctoral degree; OR
3 full years of progressively higher level graduate education leading to such a degree; OR
LL.M., if related.
OR COMBINATION OF EXPERIENCE AND EDUCATION: You may qualify by a combination of successfully completed graduate level education and specialized experience. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education.
SPECIALIZED EXPERIENCE:For the GS-9 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-7 grade level in the Federal service. Specialized Experience for this position includes
Performing analytical duties in support of the administrative and personnel/staffing aspects of a program; AND
Providing guidance to upper-level management on personnel, human resources, and administrative issues related to mission requirements.
OR EDUCATION: You may substitute education for general or specialized experience as follows:
Master's or equivalent graduate degree; OR
2 full years of progressively higher level graduate education leading to such a degree; OR
LL.B. or J.D., if related.
OR COMBINATION OF EXPERIENCE AND EDUCATION: You may qualify by a combination of successfully completed graduate level education and specialized experience. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education.
The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. TIME-IN-GRADE: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-12, you must have been at the GS-11 level for 52 weeks.
For the GS-11, you must have been at the GS-9 level for 52 weeks.
For the GS-9, you must have been at the GS-7 level for 52 weeks.
TIME AFTER COMPETITIVE APPOINTMENT: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
Education
The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the
