This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This position performs technical work in support of the Forest Management Program at Fort Liberty, North Carolina.

Duties

Support the Forest Management Program by applying technical forestry methods and procedures related to the forestry field. Assist with laying out boundaries of sale areas in accordance with approved plans and instructions. Perform controlled burn activities to suppress range and forest fires on the fire line in a forest area. Perform forest management activities including tree planting and log deck rehabilitation. Monitor and inspect timber, and assist with marking timber and pine straw sale areas.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must obtain CPR and First Aid certification within 1 year of employment.
  • Must meet National Wildfire Coordinating Group training and annual work capacity test requirement.
  • Must be able to work in demanding physical conditions in various types of terrain and weather, sometimes in hazardous conditions.
  • Required to wear and/or use protective equipment to include safety boots in accordance with established health and safety regulation and standard operation procedures.
  • Must be able to perform heavy lifting (45+ pounds) with assistance.
  • Must work fluctuating hours, weekends and overtime, as necessary.
  • Position requires the employee to be on-call for emergency response, rotating with other personnel to suppress wildfires.
  • Must be able to pass the course work and physical test for fighting wildfires and conducting prescribed burning as set and approved by the Post Forester.
  • Must be able to obtain and maintain a current Department of Defense (DoD) pesticide applicator certification.
  • Must obtain and maintain a valid state driver's license.
  • Must be able to obtain and maintain a Class B or higher North Carolina Commercial Driver's License.
  • This position has a Temporary Duty (TDY) or business travel requirement of up to 5% of the time.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Specialized Experience: One year of specialized experience which includes 1) marking and identifying merchantable timber; 2) assisting in laying out and marking timber and pine straw sale areas; 3) suppressing range and forest fires on the fire line in a forest area; 4) performing controlled burning activities; and 5) applying chemical herbicides/pesticides in areas selected for treatment. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06). OR Education: One full year of graduate level education in a field directly related to the work of the position, such as Forestry, Forest Management or Biology. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages.
