About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. TThis position is located at the U.S. Army Intelligence and Security Command U.S. Army Counterintelligence Command Fort Meade MD.
Duties
Researching and producing foreign intelligence and security services, terrorist events/organizations, and security threats to U.S. Army programs, installations and personnel.
Serving as a project leader on complex research studies.
Analyzing intelligence information to assess developments, trends, and threat implications.
Providing professional advice on techniques and innovative methods employed in threat analysis and projection.
Maintaining close liaison with counterparts in other government agencies ensuring coordination with other analysts in the U.S. Army Counterintelligence Center (USACIC)
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Two year trial/probationary period may be required.
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
- Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis.
- Must be able to obtain and maintain a Top Secret security clearance based on a single scope background investigation (SSBI) with eligibility for sensitive compartmented information (SCI).
- Temporary Duty Travel (TDY) will be less than 25% of the work schedule.
- Must be willing to work shifts within a 24/7 schedule.
- Must be willing to obtain and maintain a U.S. Army Intelligence badge and credentials.
- All INSCOM employees may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management.

To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience using general intelligence and counter-intelligence information to determine the capabilities, vulnerabilities, and threat from foreign military and security forces. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-12).

Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.
Education
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone -- no substitution of education for experience is permitted.
