Duties

The primary purpose of this position is to serves as the Advance Technology Security Specialist, (Law Enforcement) assigned to the Cyber Physical Division under the Director's supervision. The incumbent conducts assessments including technical evaluation of technology and non-technical evaluations of people and operations, threats, and vulnerabilities, determines deviations from acceptable configurations, enterprise, or local policy, assesses the level of risk, develops, and recommends appropriate mitigation countermeasures in operational and non-operational situations for facility technology. Duties performed: Conducts technology security assessments; inspects, analyzes, and evaluates building systems' cybersecurity posture/configurations and prioritizes remediation steps into an effective plan based on specific goals, schedule, and budget. Prepares written detailed assessments with deficiencies, conclusions, correction of irregularities, and recommendations for building and security technology. Acts as a liaison to local, state, federal security officials and property managers and their designated staff to ensure effective coordination of cyber/physical security issues in federally owned and leased space. Employs network security fundamentals as applied to building and system technology with the ability to identify and validate hardware, software, databases, firewalls, building, and security technology as they apply to a facility's safety posture. Prepares investigative/incident reports and supports all law enforcement activities relative to cyber-physical protection activities.

Minimum Qualifications: GS-11: Applicant must demonstrate at least one full year of specialized experience comparable in scope and responsibility to the GS-09 level in the Federal service (obtained in either the public or private sectors) performing the following duties: Identifying and understanding cyber threat information and how it pertains to technologies; and Evaluating technologies to identify vulnerabilities and taking remediation steps when appropriate; and Drafting detailed reports regarding systems and sites assessed to effectively communicate with technical and non-technical audiences. OR Have successfully completed three (3) full years of progressively higher level graduate education (beyond the Master's level) leading to a Ph.D.; or successfully completed a Ph.D.; or equivalent degree, e.g., LL.M., at an accredited college or university in a field that provided the knowledge, skills, and abilities necessary to do the work. OR Have a combination of graduate education (beyond the master's level) as described in A and specialized experience (less than one year) as described in B, that when combined equals 100% of the qualification requirement. To combine education and experience, first take the number of semester hours of equivalent earned towards a graduate degree (in excess of 36 semester hours) and divide by 18 semester hours of equivalent. Then, take the number of months of experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. NOTE: Only graduate education beyond the master's level may be used in this calculation. Specialized Experience: GS-12: Applicant must demonstrate at least one full year of specialized experience comparable in scope and responsibility to the GS-11 level in the Federal service (obtained in either the public or private sectors) performing the following duties: Identifying and understanding cyber threat information and how it pertains to technologies used in the facilities; and Evaluating technologies to identify vulnerabilities and taking remediation steps when appropriate; and Preparing reports detailing deficiencies and providing recommendations for cybersecurity of various technologies. NOTE: Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Prior to the appointment, the person selected for this position must be determined physically fit by an authorized government physician to perform strenuous and physically demanding duties, which may include protecting citizens, taking suspects into custody using reasonable physical force in the face of physical resistance and responding to situations requiring physical agility and quick and legally sufficient decision making. Also successfully pass a pre-employment medical examination (which includes, but is not limited to vision, hearing, cardiovascular, and mobility of extremities) given by an authorized government physician. This position may be subject to periodic incumbent examinations in the future. Training: Incumbent must meet the established experience, basic training, and in-service training requirements set to enforce police powers. The incumbent must complete the designated required training, which includes Uniformed Police Training Program (UPTP) and the Advanced Individual Training Program (AITP). Additionally, the selectee must complete the Field Training and Evaluation Program (FTEP) conducted at the selectee's assigned duty location or a different geographic area; and other in-service requirements and weapons qualifications for the enforcement of arrest conferred under 1315 authority. The incumbent must obtain a COMTIA+ Network+ and Security+ certification (or equivalent) within one year after training completion. Essential Personnel: This position may be designated as essential personnel. Essential personnel must serve during continuity of operation events without regard to declarations of liberal leave or government closures due to weather, protests, acts of terrorism, or lack of funding. Failure to report for or remain in this position may result in disciplinary or adverse action in accordance with applicable laws, rules, and regulations (5 USC § 7501-7533 and 5 CFR Part 752, as appropriate). Travel: The incumbent of this position will be required to travel. Law Enforcement: This position will possess law enforcement authority under Title 40 of the United States Code, Section 1315, exercising such authority to provide investigative and law enforcement services to customer agencies, Federal employees, and members of the general public located and conducting business in government-owned or leased properties. Lautenberg Amendment: The 1996 Lautenberg Amendment covers this position to the Fun Control Act of 1968. A person convicted of a misdemeanor or felony crime of domestic violence is not eligible for this position. Firearms Requirements: The incumbent will be required to carry a firearm while performing duties of this position. Maintaining firearm proficiency is also mandatory. Mobility Agreement: This position may require the incumbent to be reassigned to different geographic locations. Accordingly, the incumbent will be required to sign a mobility agreement, which will remain in effect through the assignment's duration. Motor Vehicle Operation: The incumbent must possess a valid automobile driver's license at the time of appointment and be available for frequent travel
