Duties
Direct employees in the performance of work related to violations of statues, regulations, orders, and lease terms.
Direct and oversee the timely preparation of quality notices of noncompliance and civil penalties involving highly difficult legal issues.
Analyze existing and proposed statues, regulations, case law, policy, practice, and guidance documents to recommend changes or amendments where appropriate.
Conduct briefings to upper management when requested.
Diplomatically and competently communicate and coordinate with internal and external stakeholders to achieve the twin enforcement goals of obtaining compliance and deterring future noncompliance.
Qualifications
At the GS-14 level, you must meet the following qualification:
One year of specialized experience equivalent to at least the GS-13 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes: 1) Analyzing, investigating, auditing, or enforcing compliance with mineral revenue statutes and regulations governing royalty reporting and royalty payment; (2) Applying rules and practices for professional writing to write or critically evaluate and edit the writing of others for logical order of presentation of information, consistency of appearance, grammar, and punctuation; and 3) Leading projects involving extensive communication, collaboration, and coordination with various stakeholders on complicated or sensitive issues.

TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).
