You will serve as an OPERATIONS RESEARCH ANALYST in the CORPORATE BUSINESS & ANALYSIS GROUP, COST & ACQUISITION ANALYSIS DEPT, ACQUISITION COST ESTIMATING DIVCORPORATE BUSINESS & ANALYSIS GROUP, COST & ACQUISITION ANALYSIS DEPT, ACQUISITION COST ESTIMATING DIV of NAVAIRWARCENWPNDIV POINT MUGU, located in Point Mugu, CA or China Lake, CA.

Duties

You will perform a variety of technical cost analysis activities for weapon system programs in support of NAVAIR, Navy, and joint acquisition programs. You will develop high quality cost products and services effectively in support of the Planning, Programming, Budgeting, and Execution (PPBE) requirements, program reviews, logistics management reviews, and other management decisions. You will address cost related requests/issues, and communicate the findings to the cognizant Cost Team Lead, supervisor, and/or customer. You will perform continuous process improvement on cost estimating/analysis methods, tools, databases, and/or processes to facilitate effective modeling of a range of outcomes associated with the acquisition process and PPBS.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-9/11) or pay band (DP-03) in the federal service or equivalent experience in the private or public sector as a professional Operations Research Analyst. Specialized experience must include some or all of the following: 1) Experience developing and delivering high quality cost products and services effectively; 2) Strong analytical skills using Excel spreadsheets, formulas, or other analytical modeling tools; 3) Problem solving using advanced techniques, such as big data mining, optimization, statistical analysis and mathematical modeling, to come up with solutions that help an organization operate more efficiently and cost-effectively; and 4) Presenting, defending, and justifying estimates and negotiating effectively to gain consensus with others. Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess:

Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.
