Duties
In this position, you will serve as an Executive Assistant to a member of the Senior Executive Service (SES) and/or Executive leadership in the Office of Intelligence (OI), U.S. Customs and Border Protection (CBP), Department of Homeland Security (DHS) located in Washington D.C.
This position starts at a salary of $117,962.00 (GS-13, Step 1) to $153,354.00 (GS-13, Step 10) with promotion potential to $153,354 (GS-13 Step 10).
Duties of this position include but are not limited to:
Managing Executive leadership calendars, scheduling interviews, meetings, and conferences attended by Executive leadership, which routinely occur with other high-ranking officials within CBP, DHS, and other Federal agencies.
Researching and preparing briefing materials on special projects and administrative or programmatic issues that often include sensitive and operational information. Arranging the preparation of briefing materials, talking points, and executive summaries to be reviewed by executive leadership. Conducting research and developing papers, charts, briefings, etc. for specific, sensitive projects.
Maintaining comprehensive records and creating accurate reporting of OI policies, Standard Operating Procedures (SOPs), and administrative guidance. Coordinates a wide spectrum of projects within OI including (but not limited to) conducting research on administrative projects to gather all available data, analyzing data to ensure all relevant facts are presented, developing options and recommendations, and providing comprehensive reports based off analysis.
Working with various entities to gain their support and acceptance and understanding of changes in intelligence and/or operations coordination processes, methods, and requirements based on current situations.
Providing a variety of expertise on administrative and program processes, planning, and operations for OI programs. Using expert analytical ability, independent judgment, and discretion to develop organizational plans in support of achieving OI objectives, as well as identifying and proposing solutions to administrative, organizational, operations, and management issues where previous techniques, studies, established guidelines, and administrative processes were frequently inadequate.
Qualifications
Experience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
Managing executive leadership calendars and scheduling interviews, meetings and conferences;
Researching and preparing papers, charts and briefings materials on special projects and administrative or programmatic issues.
Arranging the preparation of briefing materials, talking points, and executive summaries.
Developing, revising, and/or reviewing program policies, guidelines, and procedures.
Formulating objectives and priorities and implementing plans consistent with the long-term interests of the organization.
Maintaining comprehensive records and creating policies, Standard Operating Procedures (SOPs), and administrative guidance.

You must:
Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 09/16/2024.

Residency: There is a residency requirement for all applicants not currently employed by CBP. Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years. If you do not meet the residency requirement and you have been physically located in a foreign location for more than two of the last five years, you may request an exception to determine if you are eligible for a residency waiver by meeting one or more of the following conditions:
Working for the U.S. Government as a federal civilian or as a member of the military
A dependent who was authorized to accompany a federal civilian or member of the military who was working for the U.S. government
Participation in a study abroad program sponsored by a U.S. affiliated college or university
Working as a contractor, intern, consultant or volunteer supporting the U.S. government
Probationary Period: All employees new to the federal government must serve a one year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment. Current and former federal employees may be required to serve or complete a probationary period.
