About the Position: Serve as the Volunteer Program Coordinator for the Bay Model Visitor Center. Note: Recruitment incentive, relocation incentive, student loan repayment, and advanced accrual leave may be offered to highly qualified candidates (who meet the incentive eligibility requirements).

Duties

Serve as the Volunteer Coordinator for the Bay Model Visitor Center. Identify tools and methods to fortify and grow a sustainable, diverse partnership and volunteers program. Manage the Bay Model volunteer program, including recruitment, training, scheduling, task assignment, and program purchasing. Collaborate with a variety of public and private partners in natural resource management, related to recreation and environmental stewardship in the Bay Area. Prepare and implement short and long-range volunteer program and partnership program goals with the Bay Model Project Manager. Develop proposals for new policies, positions, procedures, and/or methods for improving volunteer and partner participation at the Bay Model Visitor Center. Research, plan, and lead public interpretive programs related to the Bay Model, USACE missions, education, and STEM. Collaborate with USACE public affairs office to communicate information about the Bay Model and U.S. Army Corps of Engineers using social media interpretive exhibits, revolving displays, public tours, and other methods. Provide contract administration and field support to the Bay Model Contracting Office Representative(s). Support the Bay Model's special use program and events. Monitor internal and external compliance programs to ensure Bay Model program(s) are in alignment with agency policy. Maintain complete and accurate records in all assigned program areas for reporting through agency systems.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
  • This position has a requirement to lift up to 20 lbs. in the regular performance of duties.
  • This position requires night, weekend and holiday work schedules.
  • This position requires Incumbent to possess or be able to acquire first aid, cardiopulmonary resuscitation and blood­borne pathogen training.
  • The duties of this position require the incumbent to wear the Corps' authorized uniform in the performance of duties as prescribed by AR 670-10 and supplements.
  • The duties of this position require the incumbent to receive a minimum of 24 hours of personal protection/unarmed self- defense, situational evaluation and tactical communication training within two years of employment.
  • This position requires shift work to provide coverage on evenings, weekends, holidays, or special situations.

OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education with major study in natural resource management, natural sciences, earth sciences, history, archeology, anthropology, park and recreation management, law enforcement/police science, social sciences, museum sciences, business administration, public administration, behavioral sciences, sociology, or other closely related subjects pertinent to the management and protection of natural and cultural resources. You will be evaluated on the basis of your level of competency in the following areas: Budget ExecutionNatural Resource ManagementOral CommunicationPublic Planning Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).
