Pay for first time hires to the Federal Govt will typically be set at step 1 salary for their respective grade level.
This announcement will be used to fill positions at entry grade level of GS-07 with promotion potential at the GS-08, or at the Full Performance Level GS-08.
Duties
Supervises and directs functions in support of accounting transactions related to contract payments, personal services payment, and material transactions for goods and services for the organization.
Oversees subordinate Accounting Technicians, or through subordinate Lead Accounting Technicians, oversees the accomplishment of technical work in accordance with policy, directives, regulations, and reporting requirements.
Interprets regulations, requirements, and policies, including changes, updates, and automated systems modifications, to ensure compliance.
Trains and assists lower level accounting technicians with techniques to correct and process accounting inputs.
Plans and schedules work to be accomplished; sets and adjusts short-term priorities for completion of work.
Positions filled at less than the full performance level will be developmental in nature.
Duties will be developmental in nature when the position is filled below the full performance level.

Qualifications
This position is being filled under the Direct Hire Authority for Certain Personnel of the Department of Defense via delegated authority by the Office of the Secretary of Defense. Applicants MUST have related financial experience AND/OR a related financial degree (examples include: Finance, Accounting, Management, Actuarial Science, or related), in addition to meeting Office of Personnel Management (OPM) minimum qualification requirements. Substitution of combination of education and experience must still, in conjunction, minimally satisfy the DHA qualification requirement.

GS-07 QUALIFICATIONS
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-05) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
GS-07: Specialized Experience Is Defined As:
Maintaining accounting or financial ledgers; posting financial transactions; preparing accounting reports; reconciling accounts and working with a variety of accounting and financial automated systems.
GS-08 QUALIFICATIONS
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-05) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
GS-08: Specialized Experience Is Defined As:
Processing and auditing complex contracts and vendor pay entitlement transactions; reconciling pay system and financial system data; working with a variety of electronic systems to review and resolve pay transaction issues.
Volunteer Experience:
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

- One year of graduate level education may be substituted to meet the specialized experience required when it is directly related to the work of the position being filled. (One full year of graduate education is the number of hours the school determines to equal one year. If this information is unavailable, 18 semester hours will be used as the standard.) Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements. If you are using education to substitute for the specialized experience, you must submit transcripts at the time you apply.
