The primary purpose of this position is to plan, implement, and administer Work & Family Life (WFL) programs and to provide leadership, guidance, consultation, assistance, and coordination for all aspects of WFL Programs. WFL direct services fall under Core Family Readiness Programs to include but not limited to: Ombudsman Training Support, Relocation Assistance and Support, Life Skills Education, Transition Assistance, Family Employment Readiness and Personal Financial Management.

Requirements

  • Must meet Federal Employment suitability requirements and successful completion of background investigation. Background investigations are conducted using fingerprint identification and completion of background inquiry forms.
  • Must successfully pass the E-verify employment verification check. Any discrepancies must be resolved as a condition of employment.
  • You must go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9.
  • May be required to pass pre-employment examinations.
  • Must provide proof of U.S. Citizenship or U.S. National.
  • A valid State driver's license is required to operate motor vehicles.
  • Must have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.
  • Selective Service Registration is required for males born after 12/31/1959.
  • Must have or be able to obtain and maintain Contracting Officers Representative certification.
  • Must have or be able to obtain and maintain a Secret Security Clearance.
  • Must have or be able to obtain and maintain a government travel card for official travel.

Qualifying experience must have been equivalent to the next lower level in the normal line of progression. Specialized experience must demonstrate the following: One year experience performing the full range of supervisory duties (Supervisory duties include, but are not limited to directly supervising staff members, completing hiring actions, taking appropriate disciplinary actions, coaching and developing staff members, conducting annual staff performance reviews assigning work based on priorities and supporting EEO policies that foster positive work environments Knowledge of the organization's strategic plan, mission, vision, functions, policies, procedures, values, and goals. Knowledge of and skill in applying a wide range of concepts, principles, and theories relating to one or more of the social or behavioral fields and of social services delivery systems to analyze and interpret complete social and behavioral data concerning the client; and to assess factors of personality structure and dynamics as they affect findings of aptitudes and interests. Knowledge of a wide range of Federal and Navy policies, regulations, and principles pertaining to the provision of education services for military community support programs, their mission and objectives. Knowledge of the military lifestyle and military community support programs. Knowledge of Navy Contracting policies and procedures. Knowledge of CNIC's EEO policy and procedures. Skill in interviewing and counseling to enable clients with a wide variety of vocational, educational, and disability problems to receive, assimilate and make realistic career, transition, relocation, and other life and work choices; establish the nature and extent of concerns/issues; provide assistance in developing goals and plans; and determine appropriate referral services/options. Skill in using various computer software databases, spreadsheets, word processing, and network programs (e.g., Internet, Outlook, Fleet and Family Support Management Information System (FFSMIS), Word, Excel, and PowerPoint). Ability and knowledge to supervise a diverse workforce of government and contracted employees to accomplish the FFSC's mission of providing support to service members and their families. Ability to communicate the integrated team's strategies, goals, objectives, work plans, work products and services. Ability to represent the team in dealings with the FFSC Director for the purpose of obtaining resources (e.g., computer hardware and software, use of overtime or compensatory time), and securing needed information or decisions from the supervisor on major work problems and issues that arise. Ability to resolve simple, informal complaints of employees and refer others, such as formal grievances and appeals, to the supervisor or an appropriate management official. Ability to work with social service delivery systems in the local community to include establishing agreements with individual agencies. Ability to collect, evaluate, and disseminate information; assess and measure organizations' and other serviced populations' trends, concerns, and needs; assist in identifying and prioritizing goals; provide guidance/direction for the development and implementation of effective plans, procedures, and tools. Ability to develop and effectively deliver presentations and/or training. Ability to analyze and prepare clear, concise, and technically sound reports related to work within the Branch. Ability to communicate effectively both orally and in writing. You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education

Bachelor's degree or higher in education, social/behavioral, business administration, finance. (Transcripts must be included showing degree conferred date if claiming education in lieu of experience)

OR

Combination of education and experience showing gained knowledge of one or more of the behavior or social sciences equivalents to a major in the field. (Transcripts must be included showing progress towards degree)

OR

Four years of appropriate experience that demonstrate acquired knowledge of one or more of the behavior or social sciences equivalents to a major in the field.
