This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the Department of Defense to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Works under a Branch Chief who provides very general supervision. Serves as a supervisor responsible for managing the efficient and effective coordination and accomplishment of the planning, scoping, development, design, construction, and direction of major projects.

Duties

Serves as a Senior Project Manager responsible for supervising assigned Project Managers (PMs) and Program Analysists (PAs), during the management of a variety of mission critical Mississippi Valley New Orleans (MVN) Civil Works Projects. Leads project delivery teams (PDTs) and consults with other professional personnel in the district and region to ensure successful project execution. Provides support to the Corps of Engineers Mississippi Valley New Orleans District (CEMVN) Flood Risk Manager and CEMVN’s Flood Risk Business Line and Water Supply Business Line Manager. Oversees the progress and completion of Feasibility Reports, project justification documents, Project Information Reports (PIR), cost estimates, task orders, cooperation agreements, Resource Plans, and other data calls. Required to actively engage in various meetings with the Mississippi Valley Division (MVD) and Headquarters (HQ) offices, sponsors, and other state or Federal agencies, as required. Responsible for the execution of project management such as: development of Project Management Plans (PMP); planning, designing, cost engineering, economics, real estate requirements, and environmental laws; and management of construction projects. Responsible for the execution of projects including the Mississippi River and Tributaries (MR/T) Projects; Atchafalaya Basin Floodway and Floodway System; Coastal Wetlands Restoration and Protection; and St. Tammany Parish Flood Risk Management.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
