You will serve as a Financial Management Analyst in the Asset Management and FIAR Branch, Accounting Division, Comptroller Department, Portsmouth Naval Shipyard, Kittery, Maine. Vacancies filled from this announcement may be filled at any grade level listed. You may be noncompetitively promoted to the next higher grade level after meeting all regulatory requirements, and upon the recommendation of management. Promotion is neither implied nor guaranteed.

Duties

You will perform or advise on work in any of the phases or systems of budget administration. You will advise on budgetary policies, precedents, procedures, and regulations. You will identify, analyze, and resolve budgetary problems (e.g., alternative methods of funding, formulate budget estimates for programs with changing requirements). You will analyze and recommend costs and benefits of alternative methods of financial management of Division's programs and operations. You will analyze unusual problems and conditions and execute modifications to financial and administrative systems, programs, and operations. You will provide advice on effective and efficient methods for the acquisition and use of funds to support Command programs and activities. You will implement legal and regulatory controls over approved budgets.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • Selectee may be required to successfully complete a probationary period.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a bargaining unit position.
  • Occasional overtime may be required.
  • This is a Financial Management Level II (GS-12) or Level I (GS-11) position per the National Defense Authorization Act 2012, Section 1599d. You must achieve this level within prescribed timelines. Requirements are in DoD Instruction 1300.26.

Qualifications

SPECIALIZED EXPERIENCE: In order to qualify for this position, your resume must provide sufficient experience and/or education, knowledge, skills, and abilities, to perform the duties of the specific position for which you are being considered. Your resume is the key means we have for evaluating your skills, knowledge, and abilities, as they relate to this position. Therefore, we encourage you to be clear and specific when describing your experience. Your resume must demonstrate at least one year (52 weeks) of specialized experience at or equivalent to the next lower grade level or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to successfully perform the duties of the position. Specialized experience must demonstrate the following: FOR GS-12 (one year of specialized experience equivalent to GS-11): Experience applying the full range of advisory and analytical services, such as performing internal control testing, correcting abnormal balances and deficiencies on financial statement line items, reviewing financial processes and procedures to ensure compliance with Navy and DOD regulations and policies. Experience developing and implementing financial improvement strategies. Experience providing advice to program managers on regulatory requirements, interpretation of data and financial policies. Experience providing solutions to problems by developing and modifying accounting methods and techniques. FOR GS-11 (one year of specialized experience equivalent to GS-09) Experience applying accounting principles, theories, and techniques to independently perform accounting work for operational programs or systems. Experience with administrative and financial management systems. Experience with the financial management policies of the activity's missions, functions, applicable DON, DOD, and Federal regulations and their relationship to other Federal activities and private industry. Experience gathering, assembling, consolidating, and analyzing facts and drawing conclusions. Education

SUBSTITUTION OF EDUCATION FOR EXPERIENCE (GS-11): Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position:

GS-11: Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., if related.

COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of education and experience may be used to meet the total qualification requirements.

GS-12: There is no allowable substitution of education for experience at the GS-12 grade level.
