You will serve as a FINANCIAL TECHNICIAN in the ACCOUNTING DEPARTMENT, COMPTROLLER DIVISION of FLEET READINESS CENTER SOUTHWEST.

Duties

You will analyze diverse financial management technical methods, techniques, precedent cases, and procedures to resolve an extensive range of difficult financial issues or problems. You will ensure accuracy of modifications relating to payments, contracts, accessions separations, disbursements, garnishments, electronic fund transfer changes, and out-of-service debts or other actions involving complicated adjustments. You will post, examine, balance, computer, and extract data from records to prepare reports. You will establish, maintain, correct and close pay accounts for civilian personnel. You will design new ad hoc reports or modifications of standard financial and management systems.

  • Must be determined suitable for federal employment.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Financial Management Level 1 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Analyzing data to conduct a variety of fiscal reconciliations, reviews, and account adjustments; 2) Using computer master file systems to document transactions on existing records while protecting historical data; 3) Controlling payroll records maintenance and completion of reports pertaining to civilian employees; 4) Performing financial and basic accounting maintenance and financial support work; 5) Performing technical work in support of the receipt, disbursement and examination of financial control methods; 6) Examining documents for accuracy and compliance with regulations for goods and services provided to or by the Government; 7) Assisting multiple sources (civilian employees, unit supervisors, managers, etc.) on civilian pay and leave rules, entitlement laws, regulations, and procedures.
