Duties
The Human Resources Division is committed to excellent customer service and to fairly and equitably identify and employ innovative recruitment, retention, and professional development programs and services in the areas of staffing, classification, payroll, and benefits.
As a Human Resources Specialist with the Staffing, Classification and Benefits Branch, you will provide a day-to-day operating support to assigned organizational components in the delivery of Classification and Staffing duties.
The following are the duties of this position at the full performance level GS-13. If you are selected at a lower grade level, you will have the opportunity to perform all these duties and will receive training to help you grow in this position.
As a Human Resources Specialist you will:
Provide day-to-day staffing and recruitment support for a broad range of administrative, technical, and clerical positions, GS-2 through GS-15, for assigned organizational components.
Plan and coordinate recruiting efforts and advise managers of alternate hiring mechanisms to ensure staffing goals are fully met. Develop job analyses and crediting plans to identify the best qualified candidates. Evaluate qualifications of applicants, counsel prospective candidates for employment, and process personnel action requests.
Develop standard position descriptions covering major groups of jobs within Chief Counsel to establish and maintain a uniform approach to, and consistency in, classification.
Revise position descriptions based on the implementation of new or revised OPM position classification standards.
Analyze and prepare comments on proposed classification standards issued by OPM which cover positions in the Organization.

Specialized Experience: Your resume must detail at least one year of specialized experience which includes: Performing highly structured work designed to develop broader and more in-depth assignments used within Staffing and Recruitment HR functions; communicating factual and procedural HR information clearly both orally and in writing; researching, gathering, and/or analyzing facts and drawing conclusions regarding Staffing and Recruitment HR processes.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07).
OR
Education Substitution: You may substitute education for specialized experience as follows: Master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, which demonstrates the knowledge, skills and abilities necessary to do the work of the position.
OR
Combination of Education and Experience: You may qualify by a combination of experience and education: Options for qualifying based on a combination are identified in the online questions.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume.
Time in Grade Requirement for GS-09: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).
