Duties
The Associate Chief Counsel, Finance & Management (F&M) supports the administrative, financial, and managerial programs of the Office of Chief Counsel, and provides advice on all management matters for the organization nationwide. The Human Resources Division provides state-of-the art human capital services to all Chief Counsel employees and provides consulting expertise and outstanding customer service in the areas of staffing, classification, processing, benefits, and executive services.
As a Lead Human Resources Specialist, you will serve as Lead for the Staffing and Classification Branch. As such, you will provide leadership for the operational, developmental, and evaluation aspects of the human resources management programs related to position classification, staffing, and other programs related to a variety of human resources management issues in the Office of Chief Counsel.
As a Lead Human Resources Specialist, you will:
Provide oversight of day-to-day staffing and recruitment for a broad range of administrative, technical, and clerical positions, plan and coordinate recruiting efforts, and advise managers of alternate hiring mechanisms to ensure staffing goals are met; act as a technical consultant on the most difficult, important, and complex issues in the areas of staffing.
Consult with management and provide advice/guidance on a wide range of external and/or internal hiring activities, including those of a complex nature. These activities may include merit promotion, reassignments, change to lower grade actions, transfers, competitive examining, direct hires, and special authorities such as student, veteran, disability programs, or other appropriate alternatives.
Lead the team in identifying, distributing and balancing workload and tasks among employees in accordance with established workflow, skill level, and/or occupational specialization; making adjustments to accomplish the workload in accordance with established priorities to ensure timely accomplishment of assigned team tasks; and ensuring that each employee has an integral role in developing the final team product.
Coach the team in the selection and application of appropriate problem-solving methods and techniques, provide advice on work methods, practices and procedures, and assist the team and/or individual members in identifying the parameters of a viable solution.
Represent the team consensus and convey the team's findings and recommendations in meetings and dealings with other team leaders, program officials, the public and other customers on issues related to or that have an impact on the team's objectives, work products, and/or tasks.
Intercede with the supervisor on behalf of the team to inform the supervisor of performance management issues/problems and to recommend/request related actions, such as: assignments, reassignments, promotions, tour of duty changes, peer reviews, and performance appraisals.
Perform work that is of the same kind and level as the highest level of work accomplished by the team members led.

For GS-14:
Specialized Experience: Your resume must detail at least one year of specialized experience which includes: Demonstrating practices, laws, regulations, policies, and precedents associated with personnel staffing, recruitment, and/or pay setting within the Federal sector; experience applying at least 2 human resources management programs (i.e., position management/classification, staffing, recruitment, placement, and/or human resources development) sufficient to provide comprehensive technical and consultative services to management; demonstrating communicative techniques in order to meet and deal tactfully and persuasively with others to resolve issues which are often controversial and sensitive in nature; utilizing analytical techniques by conducting research, analysis, evaluation, and drafting of responses.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).

You will receive credit for all qualifying experience, including volunteer experience. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time in Grade Requirement for GS-14: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
