This position is located in the Department of Homeland Security (DHS), Under Secretary for Management.
The primary purpose of this position is to serve as a public affairs specialist. Advisor/liaison between the DHS Management Directorate and the public, stakeholders, etc., providing information about policies, procedures, programs and services; managing media relations for the Management Directorate on behalf of Department of Homeland Security.
This is a non-bargaining unit position.
Duties
As a PUBLIC AFFAIRS SPECIALIST GS 1035 14, your typical work assignments may include the following under supervision
planning, designing and executing the program to inform and educate the general and specialized publics about MGMT's programs, activities and services.
Serves as an authoritative consultant to provide, develops and produces communications plans, tools, and external communications strategies to improve the organization's nationwide operations, programs and activities
Plans, and executes national campaigns to convey complex information concerning programs, research on program-related areas, responsibilities, and activities
Establishes and maintains effective working relationships with members of the new media, specialized groups interested in the organization's programs and offices

Qualifications
Specialized Experience:You qualify for the GS-14 grade level if you possess one year of specialized experience, equivalent to the GS-13 grade level in the Federal government, performing duties such as:
Develop and implement communication strategies that support and promote organizational change and agency goals;
Lead communications response in supporting incident response, and counsel and coordination activities with Federal, state, local, and private sector counterparts; AND
Work with public affairs specialists at all levels of government and in affected private-sector industries to implement effective plans and policies.
Substitution of education in lieu of specialized experience may not be used for this grade level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-in-grade
Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service.
