About the Position: Serves as the Staff advisor to the Chief, Business Operations and Integration Division, Directorate of Public Works, U.S. Army Garrison, Presidio of Monterey, CA.

Duties

Exercises staff advisory duties by providing program analysis services to other Directorate of Public Works Divisions. Studies and makes recommendations on which facilities engineering projects should be initiated, emphasized, deferred, or curtailed, and determines the resources associated with those projects. Develops General Fund Enterprise Business System annual work plan budget estimates and submits them to higher management for review and approval. Provides substantive program management support services in the areas of program cost analysis, project annual/multiyear fiscal planning, and development of annual work plans in General Fund Enterprise Business System. Validates requests all incoming work requests in engineering software such as Directorate of Public Works Access database, cProjects, and General Fund Enterprise Business System automated data systems. Evaluates work management program to maintain current status of SRM deficiencies and resources required for correction. Receives, reviews, coordinates, classifies, and edits work requests, offers input to Directorate work review boards, and recommends actions to take on incoming work requests based on justification, requirement, availability of funds, and regulations. Manages the Directorate of Public Works proprietary approval process (technical and administrative) for user-accomplished projects to ensure timely responses and concurrence/non-concurrence. Manages one or more of the facilities engineering programs with responsibility for budget over $15M.

Specialized Experience: One year of specialized experience which includes performing maintenance or construction work for a facility, such as an office building, hospital, military installation, etc; assisting with the budget for facility work, such as estimating material and labor costs for a variety of construction or maintenance projects; and inputting and/or tracking work order requests in an automated system. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree with a major study in engineering, industrial arts, property management, or business administration. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18.
