This position is located in the Department of Housing and Urban Development, Office of the Chief Human Capital Officer, Office of Human Capital Services, Recruitment and Staffing Division.
Duties
As a Supervisory Human Resources Specialist (Operations), you will:
Serve as the focal point responsible for advising top management and subordinate management levels on recruitment and classification, examination, and selection; including qualification disputes, merit promotion, direct hire, special pay incentives, pay setting, automated hiring systems, staffing policy, etc.
Advise management on recruitment strategies, sources, and special programs which emphasize affirmative action in staffing positions.
Work in partnership with serviced organizations and field office units to develop strategic long-range recruitment and retention plans.
Collaborate with senior managers to integrate human capital planning into the overall strategic objectives for HUD.
Provide agency managers with definitive interpretations of HUD's classification and position management procedures, practices, policies, and guidelines when the issues involved are new, highly controversial, precedent setting and/or involve more than one area of Human Resources policy.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience: For the GS-14 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes:
Providing technical and administrative guidance and direction on HR areas of Staffing, processing, and classification; AND
Developing and evaluating Federal civilian HR policy and procedures applied by customers and teams to ensure metrics are achieved; AND
Positively impacting all reactions to failed attempts at Federal civilian HR metrics and proactively seeking solutions to avoid shortfalls in metrics
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-14, you must have been at the GS-13 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
