The primary purpose of this position is to serve as a command, headquarters level, program manager to plan, organize, and determine necessary policies, command-level instructions, directives, and procedures for the continuous activities of the Air Force Reserve Command (AFRC) Yellow Ribbon Reintegration Program (YRRP).
Duties
DUTY 1:
Applies Air Force Program Management experience including various military guidance, regulations, and legal requirements to analyze, develops, and evaluates issues, detailed plans, goals, and objectives to develop the effective, efficient long-range implementation of work operations of a major command.
DUTY 2:
Establishes, develops, and works with HQ AFRC, other MAJCOM peers, OSD, and contractor partners as well.
DUTY 3:
Skillfully utilized tact, diplomacy, and negotiations skills in interactions with YRRP team members, peers, leadership chain, Airmen, their families, and wing-, Numbered Air Force (NAF)-, AFRC-, and OSD-level personnel and program support representatives.
DUTY 4:
Exercises supervisory personnel management responsibilities over a limited staff.

- Must possess a high degree of tact and diplomacy and demonstrated leadership and managerial abilities to
successfully direct and manage the AFRC YRRP.
- The incumbent is required to work other than normal duty hours, which may include evenings, weekends, and/
or holidays
- The work is primarily sedentary, although some slight physical effort may be required.
- Work is typically performed in an adequately lighted and climate-controlled office. Routine travel may be
required.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience include: Incumbents must have a broad base of knowledge, skill, and ability in the field of program analysis, management analysis, and resource and manpower management. Thorough knowledge of and skill in using qualitative and quantitative methods and techniques to study, evaluate and recommend solutions to complex civilian and military personnel programs, manpower, and training policies, procedures, and guidelines including statutory, executive orders, regulations, and instructions. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of Air Force, DoD, and AFRC strategic planning to include policies and processes for performance planning and future capabilities planning.
2. Knowledge of Air Force and AFRC operation concepts, policies, and procedures, and financial management methods and procedures applicable to the management of resources, including personnel management procedures and policies.
3. Knowledge of military operational principles, practices, and organization; ability to recognize the interrelationships of various aspects of operating programs; and skill in integrating and analyzing such information to evaluate overall program status.
4. Knowledge of analytical and evaluate methods and procedures, and skill in evaluating program operations to develop comprehensive reports.
5. Must possess a high degree of written and verbal communication skills to effectively communicate with all levels of staff including senior-level leadership within and outside AFRC and DoD.
6. Ability to plan, organize, and direct the functions and staff of a small- to medium-sized program.
7. Ability to exercise tact and diplomacy in relations with individuals, groups, and organization.
