Duties

Serving as a Law Enforcement Specialist (Maritime Instructor) GS-1801-12 makes you a valuable member of the Federal Law Enforcement Training Centers (FLETC) team and mission. This position is located in the located in the Maritime and General Training Branch (MGT), Charleston Training Division (CHT), Office of Charleston Operations (CHS), Training Management Operations Directorate, Federal Law Enforcement Training Centers (FLETC's), Charleston, SC. The primary purpose of this position is is to serve as a law enforcement instructor involved in planning and conducting classroom, laboratory, and/or field instruction sessions as part of the MGT training program. Typical duties include: Serving as a law enforcement maritime instructor involved in planning and conducting classroom, laboratory, and/or field instruction sessions as part of the maritime training program and ensuring the proper handling of equipment and the safety of students at all times. Conducting maritime law enforcement and port security training underway as a captain or crew member on government vessels. Monitoring progress of students, documents results, and/or recommends remedial or corrective action to include additional training. Developing and revises program/course material and lesson plans in the maritime instructional field. Conducts research on emerging technology, best practices, and techniques to enhance instructional knowledge and skill. Conducting Risk and vulnerability Assessments at seaport terminals and critical infrastructures. Rotating to other programs to expand personal experience or to provide depth to the instructor cadre and/or assist in the overall mission of the CHT/MGT. • Bargaining Unit: This is a bargaining unit covered position, represented under the National Treasury Employees Union (NTEU).

• You will be required to undergo pre-appointment and random drug testing for illegal drug use. Employment is contingent upon favorable results.
• You must be able to meet job-related medical and/or fitness standards. You will be subject to an initial and annual physical examination that measures your visual, hearing, and physical acuity.
• You will be subject to rotation to other programs and/or training sections in order to provide depth to the FLETC’s instructor cadre.
• Position is subject to the Lautenberg Amendment - persons convicted of misdemeanor crimes of domestic violence are prohibited from occupying this position.
• Travel of 25% or less may be required.
• Overtime may be required.
• Must be able to obtain and maintain First Aid, Cardio Pulmonary Resuscitation (CPR) and Automated External Defibrillator (AED) certification within 12 months of employment.
• Must have been certified as a vessel operator with a law enforcement agency or possess a U.S. Coast Guard/Merchant Mariner license.
• Must be able to obtain and maintain Lifeguard certification depending on the training course taught.
• You must demonstrate the physical requirements as noted in the Physical Demands section of this job announcement.
• This position is designated as Emergency Essential. You will be required to sustain FLETC operations in the event of a localized situation, such as inclement weather, interruptions to power, or dismissal or closure of DHS operations or services.

Possess experience as a sworn law enforcement officer or agent with full arrest authority in the prevention, detection, apprehension, detention and/or investigation of felony and/or misdemeanor violations of federal, state, local, tribal, or military criminal laws; -OR- B. Have held a federal civilian position in the 1801 occupational series. -AND- Specialized Experience: You qualify for the GS-12 grade level if you possess one year of specialized experience, equivalent to the GS-11 grade level in the Federal government, performing duties such as: Performing maritime training instructional duties evaluating other officer/agents as a collateral responsibility. -OR- Instructing basic and advanced law enforcement training curriculum in the maritime topical areas to include: vessel intercepts; vessel pursuits; pre-boarding procedures; boarding procedures; vessel search techniques; commercial vessel familiarization; and commercial vessel tactical entry techniques; and Seaport security assessments. -AND- You must have been certified as a vessel operator with a law enforcement agency or possess a U.S. Coast Guard/Merchant Mariner license.
