You will serve as a SUPERVISORY FINANCIAL MANAGEMENT ANALYST within NAVAL SYSTEMS MANAGEMENT ACTIVITY.
This position is in the excepted service and does not confer competitive status.
Duties
You will serve as the senior liaison for budget, accounting, or financial management policy and procedures within the organization.
You will direct and/or performs continuing program execution review, analysis and appraisal of the major operating and support programs within the organization.
You will prepare briefs for senior managers on program execution and provides recommendations to correct program variances or problem areas.
You will prepare or review responses to external audits; e.g., FMB, GAO, etc. which involve financial management policy and procedure.
You will conduct management evaluations of issues of financial consequence raised in audit reports, budget reviews, etc. and recommends alternatives for corrective action.

- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
- This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
1) Providing interpretive and analytical advice on financial transactions and program execution.
2) Developing formatting content to provide manager with various listing, reports, and data relative to status of funds and the propriety of obligations.
3) Ensuring the financial integrity, timeliness, accuracy and validity of supporting managerial accounting, budget execution, and financial management reports.
