The Program Specialist - Data Analyst is located within the Minneapolis VA Health Care System (MVAHCS), in the Community Care Department, under the Associate Director of Patient Care. The Program Specialist manages the federally mandated Community Care program, while collaborating with vendors and the Third Party Administrator (TPA) to facilitate the return of over 300,000 community healthcare records throughout Minnesota and Western Wisconsin.
Duties
Major Duties include, but are not limited to:
Serves as Specialist on all matters pertaining to Community Care, including issues related to supporting internal (VA) and external (Non-VA) stakeholders, regulatory and policy development, management and oversight of eligibility program, admissions processes, authorizations, and the provision of support and training materials for VA and Non-VA stakeholders.
Develops education and training materials, direction for medical benefits, eligibility, applicants, claims processing and payment, analyzes program policy and regulation, and participates in the development of new policy and regulation associated with community care automation applications and technology principles.
Gives advise and analysis on all aspects of Community Care for MVAHCS relating to policies on eligibility, admission processes, and authorizations programs to MVAHCS executive staff and community vendors.
Develops and manages a question and answer database to track response rates and trend inquiries. Trends are analyzed and recommendations provided to management quarterly.
Provides justification on development and operational aspects of policies proposed, such as FTE needs, scope and outcome.
Performs other duties as assigned.
Work Schedule: Monday - Friday, 7:30am - 4:30pm OR 8:00am - 4:30pm
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for regular telework (3+ days per pay period). Telework eligibility will be discussed during the interview process.

Qualifications

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-07) in the normal line of progression for the occupation in the organization. Qualifying specialized experience includes using qualitative and quantitative techniques for data findings in a healthcare setting; applying federal statutes, regulations, and administrative guidelines to process actions within a healthcare setting; comparing and evaluating record retrieval programs; making recommendations to leadership with data-driven evidence. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed two (2) years of progressively higher-level graduate education, or Masters or equivalent graduate degree, or LL.B. or J.D., in a related field of the position to be filled. Education at the graduate level must have been obtained in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have ??????successfully completed graduate education and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. Only education in excess of the first year (18 semester hours) may be used to qualify applicants for the GS-09 level. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: You will be asked to participate in a pre-employment examination or evaluation as part of the pre-employment process for this position. The work is primarily sedentary, although some slight physical effort may be required. Work is typically performed in an adequately lighted and climate-controlled office. Occasional travel is required.
