This position is located in the Librarian and Centers Administration Division, Chief of Staff, Office of the Librarian. The position description number for this position is 458426. This is a non-supervisory, non-bargaining unit position. The salary range indicated reflects the locality pay adjustment for the Washington, D.C., Metropolitan area. Relocation expenses will not be authorized for the person(s) selected under this vacancy announcement.

Duties

The incumbent performs a variety of duties in various areas of financial and program management. Duties include financial analysis, oversight, review of financial requests from program offices, reporting; training and data compilation in support of short- and long-range operational and strategic planning for the Office of the Librarian. The incumbent is also responsible for utilization of relevant automated systems and applications including the Legislative Branch Financial Management System (LBFMS), Momentum, Legislative Branch Budget System (LCBS) and related service unit internal reporting systems, such as, eManagement to approve transactions, track and reconcile fund activity and provide advice, collaboration, and recommendations in areas of financial and program management.

Qualifications

Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision. Ability to plan, establish, and execute a budgetary and financial management program.** Ability to perform financial management data collection and analysis functions.** Skill in utilizing information technology systems to perform financial analysis and to present budget data.** Ability to communicate complex financial information and analysis. Ability to communicate effectively in writing. Ability to communicate effectively other than in writing.
