This position is located in Division 1 - the African, East Asian and Pacific and Near Eastern Affairs Division, Office of American Citizens Services and Crisis Management (ACS), Overseas Citizens Services Directorate (OCS), Bureau of Consular Affairs (CA). The incumbent serves as the Bureau of Consular Affairs recognized subject matter authority in Critical Consular Messaging.
Duties
Plans and coordinates the full range of ACS critical consular messaging activities, through the Consular Information Program.
Establishes budget and programming priorities and schedules related to critical messaging activities and outreach requirements. Formulates and recommends action plans to ensure timely implementation of new operating practices and procedures.
Provides authoritative advice and guidance in the decoupling of Department travel advisories from CDC travel health notices and other travel-related notifications.
Establishes and maintains liaison with critical messaging program managers in other Federal agencies, with members of Congressional committees and their staffs, with officials at the state and local government level, and private sector officials.
Plans and leads studies and analyses of successful and unsuccessful strategies to evaluate the effectiveness of the full range of CIP products and services.
Requirements

- Incumbent will be subject to random drug testing.
- Must be able to obtain and maintain a Top Secret security clearance.

Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience coordinating critical messaging matters involving controversial and highly sensitive issues.
Experience establishing budget and programming priorities and schedules related to critical messaging activities
Experience utilizing administrative mandates and Congressional legislation to draft guidance;
Experience developing long-range studies and strategies and independently applying this skill and its lessons on the job.
There is no substitute of education for specialized experience for the GS-14 position.
