NIH's mission is to seek fundamental knowledge about the nature and behavior of living systems and the application of that knowledge to enhance health, lengthen life, and reduce illness and disability. We are looking for motivated GS-0301-09/11/12 Program Specialists to help drive the NIH mission. This announcement will be used to fill positions in several institutes and centers throughout the NIH.

Duties

If selected, your duties may include but are not limited to the following: Developing and implementing comprehensive plans and strategies for the internal and external integration of day-to-day and long-range projects, actions and activities. Analyzing and evaluating, on a quantitative or qualitative basis, the effectiveness of programs or operations in meeting established goals and objectives and analyzing program performance data to identify issues and make recommendations for improvement. Extrapolating from existing methods and procedures to future requirements in developing timely and executable plans of action and providing recommendations and advice. Actions may cross multi-functional and/or organizational lines, and may require extensive coordination. Planning and developing, maintaining, and monitoring integrated reporting systems and communicating information to management for the effective evaluation of program operations and performance. Researching and/or analyzing unstable or complex program issues. Participating in inter- and/or intra-agency meetings and obtaining cooperation and agreement on program or administrative issues. Developing recommendations and policies and preparing and issuing procedures and guidelines for implementation of program or administrative policies, delegations, and requirements. The incumbent is under closer supervision and receives more detailed instructions at the GS-09 and GS-11 levels. As the incumbent progresses, the amount of supervision will gradually be reduced. This position has a full performance level of GS-12.

Qualifications

In order to qualify for a Program Specialist, GS-0301 position at the GS-09 level, you must have: A. completed a master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree or an LL.B. or J.D., if related; OR B. 1 year of specialized experience equivalent to at least the GS-07 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: assisting in the development and implementation of program practices and procedures; participating in administrative or management studies, such as analyzing data, developing formats to report the results of studies; and providing support for program planning and analysis activities utilizing integrated reporting systems; OR C. a combination of post baccalaureate education related to the position and experience that meets 100% of the qualification requirements for this position. In order to qualify for a Program Specialist, GS-0301 position at the GS-11 level, you must have: A. completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree or an LL.M., if related; OR B. 1 year of specialized experience equivalent to at least the GS-09 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: evaluating program efficiency and effectiveness; interpreting the impact of regulations and policies on administrative programs; planning, analyzing, and evaluating priorities, resource allocations, work force management, and performance in support of operational requirements; participating in the development and implementation of plans for organizational projects and initiatives; and reviewing information and developing analytical reports with recommendations; OR C. a combination of post baccalaureate education related to the position and experience that meets 100% of the qualification requirements for this position. In order to qualify for a Program Specialist, GS-0301 position at the GS-12 level, you must have 1 year of specialized experience equivalent to at least the GS-11 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: evaluating programs in areas such as grant review, program support management, financial management, procurement, quality assurance, management analysis or administrative program management; formulating and executing action plans to respond to business and management problems or initiatives; providing organizational support for program planning and analysis activities; evaluating the impact of new program policies; and determining measures of effectiveness in setting organizational goals and objectives. You will receive credit for all experience material to the position, including experience gained in religious, civic, welfare, service, and organizational activities, regardless of whether you received pay.
