This position is located in the Drug Enforcement Administration (DEA), Human Resources Division, Health Services Section, Medical Suitability Unit.
The primary purpose of this position is to serve as a technical support specialist assisting the DEA Drug Deterrence Program Manager, assisting in the planning and implementing the agency's Drug Deterrence Program. Confirms conformance to procedures with respect to the assigned area of responsibility.
Duties
As a Drug Deterrence Program Specialist, your typical work assignments may include:
Applies a wide range of qualitative and/or quantitative methods for the assessment and improvement of complex short and long-range goals of the organization.
Evaluates program successes and failures for input into further development or modification of accepted policies and procedures.
Assists in planning for future resource needs and estimates short- and long-range requirements for implementing Drug Deterrent Program (DDP) needs.
Provides program guidance to managers and supervisors, and contractors in planning, coordinating, and evaluating programs of interest to DEA.
Provides training for on-site coordinators, managers, and supervisors concerning their responsibilities in the implementation of the DDP.

Qualifications
Applicants must meet all of the required qualification requirements described below by the closing of this announcement. If you are qualifying based on education or if there are mandatory education requirements listed below, you MUST submit a copy of your college transcript with your application.
Specialized Experience: Applicants must meet one of the following requirements:
A. At least one full year of qualifying specialized experience that is at least equivalent in difficulty and complexity to work performed at the GS-09 grade level.
Qualifying experience is defined as: 1) Applying the principles, concepts, methods, and techniques of Drug Deterrence Programs to analyze, evaluate, and provide advice and consultation. Reviewing positive test results to detect patterns; 2) Performing complex analytical studies and interpretation of results to coordinate the evaluation of programs and recommend improvements; and 3) Applying Health Insurance Portability and Accountability Act requirements, as well as Personally Identifiable Information security practices in order to secure the protected health information of tested populations.
B. Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree.

C. A combination of experience and education: Some specialized experience as described in A, but less than one year; less than three years of graduate-level education as described in B, but computing the percentage of the requirements that I meet, and the total is at least 100%. (To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. The total percentage must equal at least to 100 percent to qualify. (Note: You must attach a copy of your transcript.)
Specialized experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
