This is an office-centered position*--you must physically report to one of the duty stations stated in this announcement on a regular basis (location TBD after candidate selected).*EPA offers work-from-home and work schedule flexibilities as described in the Benefits section.

Qualifications
NOTE: You must meet qualification requirements by the closing date of this announcement.
To qualify for the GS-13 level, you must have one year of full-time experience equivalent to the GS-12 level defined as providing advice or technical guidance on extramural research programs; analyzing resource allocation; leading projects or initiatives related to contracts or acquisitions.
Your answers to the online assessment will be used to evaluate your competencies in the following areas:
Knowledge of program extramural policies and regulations.
Knowledge of assessment and improvement of extramural programs.
Knowledge of Agency grant, cooperative agreements, interagency agreements, MOU, and reimbursable agreements procedures.
Ability to analyze and evaluate procedures.
Skill in written Communication.
Skill in resource management.
Skill in oral communication.
Ability to identify and propose solutions related to current Partnership/Fellowship programs.
Ability to advise on contracts and cooperative agreements.
Knowledge of policy and program issues sufficient to provide data, statistics, reports, and recommendations.
Knowledge of federal and Agency procurement and acquisition policies and regulations, sufficient to assess and improve acquisition programs.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
