The primary purpose of this position is: This position provides primary responsibility for the management, development, detailed preparation, and distribution of a print and online academic journal.

Duties

Shapes strategic direction of and Air Force academic journal to ensure that the publication supports US national policy goals and meets the professional development and educational needs of the target audience. Researches, writes, edits, proofreads, and supervises production of all journal content. Represents the USAF and Air University in direct dealings with authors and members of the target audiences, including high level officials within the US and foreign governments. Provides direction and oversight to Air University Press printing, layout, and production specialists by explaining requirements and special effects peculiar to an upcoming journal edition.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Writing and Editing Series 1082 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes mastery of English language written and oral communication, recognized as an expert. Must be able to recognize and rephrase excessively complex or overly technical language and jargon to ensure editors of AUP's foreign language journals can adapt content to the non-English journals. Extensive experience in developing long-term interpersonal relations with senior US and foreign leaders, and skill in developing and disseminating information about US DOD programs and activities aimed at enhancing understanding between the US and other nations. Incumbent uses diplomatic techniques, language skills, and military expertise to promote and carry out US national security strategy by engaging with key officials from other nations. These skills, insights, and personal relations make the incumbent invaluable to the Air University commander and other senior US officials when they host visiting dignitaries. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. It is highly desirable that candidates possess an advanced degree (i.e., master's degree, minimum; PhD strongly preferred) that included or was supplemented by a major study in a subject-matter field relevant to the publication, such as but not limited to degrees in appropriate Regional Studies (Asia, Africa, or Oceania), History, Military Art/Science, International Relations, Political Science, etc., and/or appropriate course work that provided comparable knowledge as appropriate to this position. 2. Candidates must be fluent in both oral and written forms of the English language. Mastery of vocabulary, grammar, syntax, idiom, colloquialism, culturally based expressions as well as mastery of the techniques of consecutive and simultaneous interpretation. 3. Ability to communicate both in writing and orally to a broad range of audiences. 4. Ability and skill to write and edit articles and research papers to prepare them for publication in print and electronic media. 5. Must possess knowledge of US defense policy, international security affairs, history of military operations/organizations, and detailed knowledge of current air, space, and cyberspace advancements. 6. Ability to work harmoniously and maintain professional relationships with military and civilian scholars, researchers, and senior foreign military leaders. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
