The position located in Moab, Utah serves as the Deputy Supervisory Facility Operations Specialist and reports directly to and is supervised by the GS-13 Chief Supervisory Facility Operations Specialist of the four parks of the Southeastern Utah Group or SEUG (Arches, Canyonlands, Hovenweep and Natural Bridges). This position is one of the Chief's key staff members and has the full authority in their absence and may commit the Division to new or modified courses of action.
Duties
Major Duties:
Responsible for providing subject matter expertise and oversight for facilities management, operations, preservation, and utilization at a new and relatively undeveloped NPS.
Manage subordinate supervisory and non-supervisory staff, multi-year budgets and projects, and the day-to-day complexities of long-term planning, compliance, and project execution.
Manage projects on the horizon that include improvements to and new construction of park roads, trails, trailheads, parking areas, restroom facilities, headquarters office, visitor service facilities expansion, preservation of historic log cabins, housing improvements, water and electrical system upgrades, and renewable energy development projects.
Serves as a member of the park Leadership Team providing input, counsel, and guidance to the team.
Recommends promotions, reassignments and other personnel actions. Approves leave, sets performance standards and evaluates and awards outstanding performance.
Safety and risk management; responsible for a comprehensive safety and training program to eliminate at-risk behaviors and environments and enforce regulatory policies and mandates. Serve as a Contracting Officers Representative (COR) Level I for service and construction contracts.
Qualifications

Credit will be given for all appropriate qualifying experience. To qualify for this position at the GS-12 grade level, you must possess the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs; Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans: Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one or two story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project. You must include hours per week worked.

You will receive credit for all qualifying experience, including volunteer experience.
