This position serves as Chief of Maintenance for Arches National Park and Canyonlands National Park with maintenance support responsibilities to the entire Southeast Utah Group (SEUG). SEUG is a four-park complex composed of Arches National Park, Canyonlands National Park, Natural Bridges National Monument, and Hovenweep National Monument.

Duties

This position is responsible and accountable for developing and implementing a program to ensure outstanding maintenance and preservation management of Park facilities; providing maintenance support, engineering and other technical advice to the management staffs of SEUG as required; and serving as a focal point for coordinating activities with other agencies. Major duties include: Serve as a member of the management teams for SEUG. Directly supervise employee's and subordinate supervisors to plan, program work, and maintain financial control. Management responsibility for the development of specific programs, objectives, goals, standard plans, and procedures. Responsible for preparation of completion reports on day-labor projects and participates with other staff members in evaluating and formulating Park Development Plans and Programs. Provides financial planning advice, including evaluating projected needs versus anticipated funding levels, determining submission formats, and coordinating and consolidating requests for the park. Identify and establish an effective and efficient planning and budgeting program including the development of the basic management tools such as inventory, task descriptions, cyclic programs, routine programs, Special Projects, rehabilitation, etc. Responsible for the on-the-job safety and health of all employees supervised. Physical Demands: Work is normally accomplished in an office setting with frequent interruptions that interfere with concentration and work processes. Inspection trips are made to field locations requiring sufficient physical fitness for hiking parks' trails and skill in operating a 4-wheel drive vehicle on hazardous terrain over backcountry roads. Working Conditions: Work will vary from an office setting with adequate heating and cooling to outdoors conditions in severe weather and varying extremes in temperatures. Encounters with large animals and noxious weeds are possible.

All qualifications must be met by the closing date of this announcement-08/15/2023-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. To qualify for this position at the GS-13 grade level, you must possess the following minimum qualifications by close of the announcement: SPECIALIZED EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs. Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans. Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project. You must include hours per week worked. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
