The primary purpose of this position is: to provide a Freight Traffic Management Specialist reporting to the Chief, Distribution Policy Branch, Logistics Readiness Division, Directorate of Logistics, Deputy Chief of Staff for Logistics, Headquarters, United States Air Force. Duties

Develop and recommends policy and procedures for packing, movement and receipt of Department of Defense (DOD), non-DOD, and foreign sponsored cargo in the Defense Transportation System (DTS) and for payment of transportation services. Directs, leads or supports complex logistics studies concerning supply chain management, deployment planning and operations, materiel distribution, automated tools and AIS support and their effects on Air Force readiness. Develops and implements strategies for use of automated information systems (AIS) and automatic identification technology (AIT) in support of DTS operations Responds to inquiries or investigations from congressional, military and non-military sources Serves as Air Force focal point for procedural guidance relating to worldwide movement of sustainment and deployment cargo

  • This is a Centrally Managed Position in the Logistics Career Field Career Field. PCS will be paid in accordance with JTR Vol. 2 and applicable Air Force Regulations

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule, Administrative and Management Positions, Traffic Management Series 2130 BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Managing or participating in managing a transportation or traffic program involving (1) operating a transport or traffic system to move passengers or commodities of an organization when there is accountability for operating costs, (2) operating a transportation system to provide common carrier types of services to shippers, and (3) procuring common or other carriers and other transportation services to move an organization's personnel, freight, and/or other commodities. Conducting or participating in conducting surveys and studies of the traffic management function, operating methods, procedures, and performance. Making presentations on traffic matters before Federal, State, or local regulatory bodies. Performing loss and damage prevention work when this included responsibilities such as policy and procedures formulation and studies of traffic operations and services. Negotiating with carriers and/or regulatory bodies on questions of rates, transit privileges and charges, special services and charges thereof, and classification of commodities. Providing advisory service involving commodity analysis from the transportation standpoint. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes Mastery of a wide range of concepts in transportation, deployment, in-transit visibility, logistics automaton, and financial management as it relates to the achievement of Departmental goals for achieving effective and efficient time definite delivery in support of military operations. Knowledge of applicable laws and regulations pertaining to packaging and movement of cargo via all modes of transportation. Thorough knowledge of DODD 4500.93, Transportation and Traffic Management, DODI 4500.57, Transportation and Traffic Management, the Defense Transportation Regulation Parts I - VI, and of Air Force issuances that apply to transportation, transportation payment, distribution, deployment, logistics automation, supply chain management, financial management and acquisition principles. Knowledge of the Automated information systems (AIS)s used to arrange, execute and pay for movement within the Defense Transportation System (DTS). Thorough understanding of the information exchanges that support these AISs. Understanding of use of AIT to support cargo processing and in-transit visibility (ITV) within the DTS. Knowledge of DoD and US commercial surface and airlift capabilities. Complete understanding of United States Transporation Command (USTRANSCOM) and Component Command contracts and tenders providing commercial air, land and sea movement capabilities. Knowledge of other US military Service headquarter organizations, Office of the Secretary of Defense (OSD) staff offices, Defense agencies and US Departments other than DoD that impacts the Air Force's ability to expeditiously respond to time sensitive movement requirements. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Mastery knowledge of transportation and distribution, with the ability to develop comprehensive, sound policies and procedures in support of Air Force global operations. Expert knowledge of Air Force transportation policies, procedures, practices and concepts. Ability to develop and interpret policies, procedures and guidelines. 2. Broad knowledge of Air Force and DoD operations and policies. Knowledge of the Air Force's functional and programmed activities to help develop, integrate and coordinate transportation plans and programs. Mastery of oral and written communication techniques to effectively communicate complex logistics concepts clearly, concisely and tactfully to audiences with widely varying degrees of familiarity with subject matter. Expert ability to articulate policy positions to DoD and Air Force senior leaders. 3. Wide-ranging knowledge of transportation and transportation related information systems supporting the DTS. Knowledge of data transactions supporting integration of transportation systems with supply, deployment management, and financial systems. 4. Comprehensive knowledge of Air Force, DoD and Joint Service operational doctrine, policy, principles, and directives necessary to develop or refine specific transportation guidelines and procedures to support national warfighting objectives and peacetime operations. Comprehensive knowledge of Air Force program planning and execution including working knowledge of protocol procedures, administrative and security requirements and Air Force corporate structure. 5. Knowledge of the laws, regulations, policies, principles and practices as they pertain to packaging and transportation, deployment planning and operations, and financial management. Ability to present all levels of management with a viable advisory service as to how laws, regulations, policies, principles and practices impact logistics requirements. 6. Ability to make mission critical independent decisions, present and influence top-level management decisions, as well as support and defend decisions to higher management. Ability to work independently or dependently under short-notice circumstances and/or high-pressure. Ability to manage, plan, organize, direct and controls high visible, large-scale and diverse Air Force and DOD sponsored projects and programs. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
