This position is in the U.S. Department of Transportation (DOT), Office of the Secretary (OST), Office of Grants and Financial Assistance (GFA). GFA is a new office within OST that was established to enhance grants management and financial assistance administration throughout DOT, including efforts to support implementation of the Bipartisan Infrastructure Law (BIL). Qualifications
To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include:
Experience using, managing, and providing expertise on financial assistance systems as well as developing, implementing, and updating policies and procedures.
Subject Matter Expertise in federal grants and financial assistance, including familiarity with governmentwide guidance and requirements that inform grants system requirements.
To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include:
Experience using, managing, and providing expertise on financial assistance systems as well as developing, implementing, and updating policies and procedures.
Subject Matter Expertise in federal grants and financial assistance, including familiarity with governmentwide guidance and requirements that inform grants system requirements.
Experience performing analysis and developing ways to improve the accuracy, adequacy, timeliness, and validity of data and systems for disseminating information about the agency's financial assistance programs.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Grants Management Laws, Regulations, and Guidelines – Knowledge of the principles, laws, regulations, policies, practices, and guidelines (for example, Executive Orders, Code of Federal Regulations, OMB Circulars) of grant or financial assistance programs, including their order of precedence.
Creativity and Innovation – Develops new insights into situations; questions conventional approaches; encourages new ideas and innovations; designs and implements new or cutting-edge programs/processes.
Financial Assistance Systems - Knowledge of the standards, architecture, and specifications of automated financial assistance systems, including source documents, system flows, system interfaces, and related internal controls.
Database Management Systems - Knowledge of the uses of database management systems and software to control the organization, storage, retrieval, security, and integrity of data.
Technical Competence – Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues.
