The primary purpose of this position, ELECTRONICS TECHNICIAN, GS-0856-09 target 11, is the performance of subprofessional engineering in maintaining, operating, repairing, and upgrading the weapon system equipment and peculiar test stands and may include designing, developing, and evaluating new units consisting of mechanical, software, and electronic equipment.

Duties

Provide technician support to engineers in the design and development of unique output/input interfaces and associated electronic equipment necessary to accomplish weapon system integrity, longevity, expandability, and safety testing relating to computer systems and other components, and in resolving system deficiencies and concerns. Design Automatic Test Equipment (ATE) test software, documentation, and compatible interface test adapters for highly complex and complete missile system units under test. As a senior technician the incumbent is responsible for carrying out assignments in support of test stands and weapon system upgrade/modification activities which involve the design, development, and testing in such areas as new components and sub-assemblies, special systems and subsystems, experimental communications equipment, state-of-the-art electronic data systems, and hybrid computers, advanced structural testing, and other similar projects. Perform developmental work and conducts research to prepare devices or make modifications, additions, or improvements to assigned, electronic communications systems. Participate in the resolution of very difficult maintenance problems which are generally beyond the scope of lower graded mechanics and technicians and involve highly complex mechanical, software, and electronic systems being repaired, over-hauled, modified, and/or tested.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Technical and Medical Support positions to include the Individual Occupational Requirements (IOR) for the GS-0856, Electronics Technical Series. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. TARGETED POSITIONS: This position is a developmental (GS-9 Target GS-11) position. This position may be filled at any grade level. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the (GS-9). Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. GS-9 SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks), or will have one year 120 days of closing this announcement, of specialized experience at the next lower grade GS-7, or equivalent in other pay systems. Examples of specialized experience includes work as a technician, instructor, inspector, or mechanic (civilian or military) that showed progression in theoretical and practical knowledge of electronic theory, and of the characteristics, function, operation, and capabilities of a variety of types of electronic equipment. This experience must have included the use of schematic diagrams, a variety of test equipment, and the application of appropriate electronic formulas involved in such duties as testing, troubleshooting, modifying, designing, calibrating, installing, maintaining, repairing, constructing, developing, and instructing on electronic equipment, or similar functions. OR EDUCATION: Applicant must have successfully completed a master's or equivalent graduate degree, or two full years of progressively higher-level graduate education leading to such a degree, or LL.B. or J.D., if related. OR COMBINATION OF EXPERIENCE AND EDUCATION: Applicant must have equivalent combinations of one full year of graduate level education or superior academic achievement, and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. GS-11 SPECIALIZED EXPERIENCE Applicants must have at least one year (52 weeks) or will have one year within 120 days of closing of this announcement,of specialized experience at the next lower grade (GS-9), or equivalent in other pay systems. Examples of specialized experience includesexperience in developing policies, standards, and procedures for maintenance, installation, or similar functions, provided the work clearly shows that the applicant applied a specialized knowledge of the theories and principles of a variety of electronic systems or equipment. FEDERAL TIME-IN-GRADE REQUIREMENT FOR GENERAL SCHEDULE POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-7 level is required to meet the time-in-grade requirements for the GS-9 level. One year at the GS-9 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of electronics engineering technician practices, methods, and techniques. Along with a knowledge of the weapon systems, LGM3OG and LGM118A. Have a knowledge of soldering, electronic components, use of common and specialized test equipment (e.g., Oscilloscopes, spectrum analyzers, and voltmeters). Write scripts or codes for ATE systems. Knowledge of electronics engineering processes and operations. Knowledge of safety and occupational health practices as they relate to electronics engineering technician performance requirements. Knowledge of current automation technology and practices essential for the accomplishment of electronic engineering technician work. Ability to read engineering plans and specifications. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. PHYSICAL DEMANDS: Work requires some physical exertion such as long periods of standing; walking over rough, uneven, rocky, or slippery surfaces; recurring bending, crouching, stooping, stretching, descending and climbing a 30 foot ladder, performing work in man-basket (with falls up to 60'), ability to don fall harnesses, and/or similar activities; recurring lifting/carrying/transporting of light to moderately heavy items weighting 25 pounds or more without assistance; and regular visits to outdoor sites. Operations require individuals to perform tasks in other facilities, other than assigned "Home" facility.
