DCSA's Center for Development of Security Excellence is seeking a Course Instructor to serve as the security content subject matter expert for the Cybersecurity content area. Individual would be responsible for the facilitation of new and existing CDSE training, products & services. This is a great opportunity for those with expert knowledge & application of a wide range of Cybersecurity policy, principles, and experience while developing & maintaining Cybersecurity training & education program.
Duties
The incumbent in this position serves as a Cyber Security Instructor at the CDSE in Linthicum, MD, responsible for developing, implementing and evaluating training programs for security professionals of the Department of Defense (DoD) including its military personnel and industrial contractors, the DCSA, the CDSE, other Federal agencies, and selected foreign governments. In addition, the incumbent plays an integral role in blending distance learning, technology-based training and other educational technology strategies into existing classroom instruction.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.
You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade (GS/GG-12) in the Federal service and are prepared to take on greater responsibility.
Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes:
Developing, implementing, and assessing existing training products for necessary updates as needed;
Developing distant learning and/or in-person Cybersecurity training in line with National, and Department of Defense (DoD) principles, policies, and procedures
Reviewing, interpreting, and applying Cybersecurity based policy changes to existing training products
Utilizing interpersonal and oral/written communication skills, to include presentations to senior personnel.
Specifically you will be evaluated on the following competencies:
1.Curriculum Development
Develop training and educational content with corresponding Cybersecurity curriculum products and services to facilitate competency acquisition.
2. Instructional Delivery and Learner Development
Deliver, provide, and monitor training and education for individuals and groups within learning environments. Tailor and adapt instruction to ensure learners' needs are met and learning outcomes are achieved.
3. Risk Management (INET)
Knowledge of the principles, methods, and tools used for risk assessment and mitigation, including assessment of failures and their consequences.
4. IT Policy and Planning (PLCYPLN)
Develop and promulgate information technology strategy, policy, guidance, and plans. Monitor to ensure consistency and compliance.
5. Information Assurance
Knowledge of methods and procedures to protect information systems and data by ensuring their availability, authentication, confidentiality, and integrity.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
